Hi Marla – I looked at the pedestrian access and it will suffice if stormwater folks agree that the curb
separation would cause issues with the drainage system. I would request that this walkway be restriped
annually to remain visible, and that the applicant consider the installation of bollards that can be removed
during winter (DPW can provide guidance on the ones we use) to provide some vertical separation between
pedestrians/bicyclists and vehicles. This would be where a crosswalk to another sidewalk would go so being
at the mouth of the driveway is fine by me. Also, this may be out of the scope of this project, but I’d like to
see a pedestrian path of some sort (ideally a sidewalk) along the parking area to get people to the striped
walkway they are proposing.

Hi Erica,
It looks like Tom probably didn’t send this to you in the first go-round, which is fine, because there wasn’t
anything proposed in the City ROW. Davinci Drive is not a public road, and we do not intend to take it
over if the master plan for Beta proceeds as approved, but it is required to be built to public standards
and we do have an IOD for it.

Based on comments pertaining to pedestrian access, the Applicant has added a striped walkway
connection from the existing building across Davinci Drive. Can you take a look and let me know if the
proposed configuration is OK? It seems like any pedestrian crossing should not occur right at the mouth
of a driveway, but maybe on such a low speed road it’s OK?

In terms of navigating the files, in the “plans” folder is a new site plan and a new landscaping plan that
they provided based on the original comments, but they have not provided updates to most
sheets. Presumably the idea is the new walkway and landscaping will just overlay on the other
sheets. The old site plan and landscaping plan are also still in there for reference.
I’m publishing my report on Wednesday 6/12. It would be great to have your feedback before I publish,
but if that’s not possible, just let me know and I’ll put a placeholder in the report.

Marla,
I'd like to offer the following review comments:
The applicant will need to work with the wastewater superintendent to confirm that the project
has a sufficient wastewater allocation for the change in use.
The wastewater pump station will remain privately owned.
Does the property have an existing oil / water / grease / grit separator? Will the change in use
require that one be installed?
Are any water (or other) easements proposed to be transferred to the City?

Burlington School District has applied to convert the existing hangar at 200 Davinci Drive into a consolidated
Aviation Technical Center for their students. The application involves interior building renovation and changes to
the parking and site circulation. The DRB will review the site plan on June 4 and the master plan amendment on
June 18. Both applications contain the same materials; it being 2 applications is really a paperwork exercise.
1. Site plan application #SP-24-20 of Burlington School District to amend a previously approved plan for an airport
complex. The amendment consists of renovating an existing hangar for the use of Burlington School District’s
Aviation Technical Center, including reconfiguration of the parking and site circulation, 200 Davinci Drive

2. Master plan application #MP-24-02 of Burlington School District to amend a previously approved master plan for
a 344,000 sf manufacturing and office building, a 37,800 sf office and retail building, a 15,600 sf commercial
building, and a 85,000 sf flight instruction and airport use building on 40.43 acres. The amendment consists of
modifying the access and circulation to an adjacent existing hangar, 154 Davinci Drive
