With reference to your letter of June 12, 19b4 to '4r. it', P. Steele,
Senior Vice President of Allen faros. 4 O'hara, Inc., I would like
to take the items one by one in order to clear our thinking, before
producing the final design for the treatment plant for the subject
job.
Item A: We have installed in the kitchen, two grease removal units
at points where the grease is washed into the sewa,:e system, These
units have been sufficient elsevehere. Do you require additional
grease removal facilities at the treatment plant?
Item 8: The sludge return from the settling tank to the aeration tank
ss 3Ta7T"be by positive pumping.
Item C: Our experience with treatment plants on motels has been that
t'Te sludge will be completely burned up in the settling tank by
slightly over -sizing the tank, and due to the fact that most sludge
enters the tank durinp a vary short ,period during the morning and
during the evening, the rest of the twenty-four period is sufficient
to completely c;liminate sludge from the effluent.
Item U: Effluent chlorination will be installed. Is a gas chlorination
unit similar to Advance type "usp" acceptable in Vermont? Many states
are accepting this tyre of chlorination now instead of the liquid
injection units, but I know that some states have not accepted it yet
and wonder if it is acceptable in your state:.
Item L: The plant discharge will be carried to the point of discharge

architect's plans is the un-named tributary of the t+'inooski River
and is an acceptable point of discharge. If this is not so, please
advise.

Item G: i°;e will provide a plugged service connection at a point in the

I would like to say that your correspondence of June 12, 1964 was not
completely ignored at the time of receipt. There has been extensive
planning and consideration of chanPing to a septic systetr, and this has
been occupying rich time up to now. t,,e are prepar%:d, at this time, to
go ahead with the design of the treatment plant, and look forward to
hearing from you with regard to the above points.

This office has reviewed your petition of May 16, 1964, for a pentit to
discharge the Lreated wastes frm the referenced facility to an unnamed trib-
utar, of the Winooski River in the Town of South Burlington. In giving con-
sideration to your petition, this office has reviewed the drawings and specific-
ations Submitted on May 15, 1964 wntitled,:
Specifications - "Holiday Inn, So. Burlington, Vt." w/add.

"A Holiday Inn for So. Burlington, Vermont"
The (?etails of the ' 'rawing and specifications are insufficient to allow
a detailed review; however, in this regard, we have the foilowing co=ients:
L. It is recon-Liended that the treatment facility involve a formal
grease removal unit.
b. The sludge return from the settling tank to the aeration tank should
be by positive
c. Experience has indicated that many installations require a separate
sludge holding tank to allow the settling tank- effluent to meet
adequate standards. Lonsideration should be given to including this
feature In the original design rather than in subsequent construction.
d. Effluent chlorination will be required. A one-half hour detention tank
must be provided, together with chlorination equipment, to provide a
1 ppm residual at the detention tank outfall.
e. The plant discharge must be to the flowing brook to the rear of the
proposed i,,iotel location. The effluent shoulO be carried to the point
of discharge in a proper sewer pipe. This office will consider an
effluent ditch provided adequate land interests and public health
approvals are demonstrated.

f. Electrical controls for the blowers should include time clocks for
aeration control and programming.
It will be required that a ;'Mugged service connection sever be provided
from point in the sewerage system adjacent to the kennel to the property
line at U. S. Rt. 2 to allow inviediate connection to the municipal
sewerage system when it is constructed. The municipal system is Uader
design at the present time, and the service connection grade should
be coordinated with Webster -Martin, Engineers, Airport Drive, South
Burlington, Vermont.
This office will be pleased to review the details of the plant design, in
particular, yard and internal piping, elevations, size, etc., upon submittal.
Based sari approval of designs, a permit will be granted.

on February 30 1965 an inspection was made: relative to the Liquefied Petroleum
! teas ;and hooting equipment connected to 100 pound cylinders used in connection
with berating the obwre named subject during construction. It was observed
that there were several beating waits being used and several 1W pound Lique-
ttf ied Poitroleum Gas cylinders located througbout the building.
�- Our regulations for the Mate of vemont which is in part National Fire Pro-
tection Association pamphlet No. 56 should be complied with relative to the
Liquefied Petroleum Gas used. Our regulations allow the placing of 100 pound
Liquefied Petroleum (Las cylinders in the building which are connected to
the portable heating units. They also allow a manifold of 300 pounds of gas
by weight which would be three U)O pound cylinders for each heating unit.
However,, not more than one such manifold with containers may be located in
the same room unless they are separated by a distance of at least 50 feet.
j iar Liquefied Petroleum ()as cylinders that are not in service should be
re -moved and stored outside of the building. This to also include empty cylinders.
lbaere should also be: accessible at each Liquefied Petroleum Gas portable unit
a wrench which can be used to shut off the gas at the tank before entering
the flexible connection.
During this inspection a vehicle which is used by one of the subcontractors
in connection with this project was also inspected. This vehicle at one
time was an old school bus and apparently is being used in cerinection with
the plumbers. This vehicle contained a Connecticut registration plate.
It was observed that there were two 100 pound gas cylinders located Inside
this vehicle. One attached to a portable beating unit used to heat this
vehicle; the other apparently empty located in a corner of the vehicle.

The beating unit was located so that a considerable simount of beat was re-
flected ogminst the L guefieed Potrolam Gas container and was located quit e
close to the Ligwee Petroleum Gas container. This office, foals that this
particular sots in this vehicle presents a hazardous condition and is against

outaido this vehicle and, that there be no storage of Liquefied Fetroloum

Located outside of the HoUday Inn was a portable plaster mixi% roam. In
this, rom are two 100 pound Li mf1sd Petroleum Use cylinders partially
`) covered with sand. cylinders should be removed from this portable
building.

(11) Provide an outside alarm connected into the fire detection
system for this building.

each floor level. 'these are to be installed to obtain 3/4 of an
hour fire rating and must extend all the way to the slab above.
Doors in these barriers are to have the same fire rating and be
equipped with self closers. These doors may be held open electrically
and controlled by ea K*e detectors or co=wcted into the fire alarm
system in such a manner that they will close automatically should
