BURLINGTON, VT 05402 • (802) 864-5731 July 27, 1992 Mr. Richard Ward Zoning Administrative Officer City of South Burlington 575 Dorset Street South Burlington, VT 05403 Dear Mr. Ward: We are hereby seeking approval from Section 13.20 Conditional Use sub- section 13.215 Electric utility sub -section of the South Burlington Regulations. Request is for permission to remodel an existing substation to include the construction of a 16' x 30' control building located off Kimball Avenue, access road to Digital Equipment Corporation. We would ask that you note that all work will be within the existing substation fence except for the control building. That 16' x 30' building will be just outside the existing fence as noted on Station Layout and Lot Plan (submitted with this request), but within the boundaries of land owned by Green Mountain Power Corporation. The control building is a non -occupied single story building that will house electronic equipment (relaying) for electric system protection. The work we are planning is necessary to greatly enhance the reliability of service for Digital Equipment Corporation by offering a true two source feed that is breaker protected and includes high speed tripping. This work will also add to the reliability of our entire 34 kv loop which serves most of South Burlington. The proposed use will not adversely affect: a) The capacity of existing or planned community facilities. - There will be no requirements for water or sewage. - There will be no occupants and therefore, there will be no impact on schools. - The additional building will not require extra police or fire surveillance or protection. b) The character of the area affected. This substation is in a meadow type setting partially screened from view by natural contours and an existing berm for that purpose. This is an existine substation site. i ` Mr. Richard Ward July 27, 1992 Zoning Administrative Officer Page 2 c) Traffic on road and highways in the vicinity. - There will be no new traffic impact as maintenance requirements will be normal and comparable to present efforts. - Switching is done from our Colchester dispatch center by remote control. d) Bylaws then in effect. - No conflicts to the best of our knowledge. e) Utilization of renewable energy resources. - This substation, unlike a generating facility, is not a significant user of energy resources. A battery bank supplies 125 volt DC and the control building is lighted and heated by a 120/240 AC service. - Wire is sized to minimize our losses.
