As you have noted, shallow depths to bedrock are the primary constraint, and coupled with very little remaining area to convey runoff to another practice, we were bound to utilize a filtering Tier 3 practice. As this is rooftop runoff, no pretreatment is required, so this filtering treatment practice seemed suitable in this circumstance. As no official test pits were performed in this area as it was the location of a previous garage (removed), LED is fine with adding a PE liner to the sand filter design to alleviate concerns of shallow depths to groundwater regardless of its presence or lack thereof. Concerns of overtopping onto the walkway during larger storm events are minimized as water will sheet flow southward along the walkway where it will enter the pea stone pretreatment diaphragm installed for the driveway impervious. If preferred, LED can revise the cleanout detail to be an overflow intake with a screened inlet (see image below) or with a bar guard (see attached image). The proposed surface of this practice will likely be clean decorative rocks 2 (similar to the attached image… colors and shape may vary from that shown) so we would not anticipate clogging of the overflow. Is this intended to be a Tier 3 practice? Have you done any soil investigations? I know that shallow bedrock was a prevailing issue, as described in the SW memo that had been forwarded last year, but was just wondering what was known about groundwater table. If the practice is proposed to be within groundwater table, the sand filter will likely need a liner to prevent it from being filled with water 24/7. Also, is there any concern for this practice overtopping and flooding the walkway in larger storms? I know it only captures a small portion of the roof, but just figured I would double check. Overall, the design looks okay to me, just want to resolve these last few questions.
