SUGGESTED MOTION OF APPROVAL-
Spillane's Mobil Service Centers
811 Williston Road and 1116 Shelburne Road
That the South Burlington. City Cou_ncll approve the conditional use
application of Terry Spillane for conversion of the office areas at
811 Williston Road and 1116 Shelburne Road into convenience stores,
according to the proposal of record, based on the following findings
and subject to the following stipulations:
Findings
The proposed use is consistent with the health, safety and welfare
of the City of South Burlington and standards 2,3 and 4 of Section
5 of the Interim Zoning Regulations.
The proposed use is consistent with standards 1 and 5 based on the
evidence submitted by the applicant, that the proposed use will have
no adverse impact on the City, that traffic should not increase,
most of the Williston Road traffic should be mainly walk-in customers.
With existing customers being the major portion of the intended
business.
Stipulations
Any additional signs, will be erected in conformance with the City
Sign Regulations.
Only that area proposed by the applicant (156 square feet at
Williston Road and 192 square feet at Shelburne Road) shall be used
as retail area. Any future alternations or expansion will require
review by the City.
This approval is limited to the use proposal and shall expire six
months from this date (for commencement of this use).

Road - Conditional use application (October 2, 1978)
Date: September 22, 1978
Proposal is to convert the office area of each service station
into a convenience store, selling items such as beer, cigarettes,
dairy products and groceries. Spillane will still operate a full
service gasoline station.
The Williston Road location has an area containing 156 square feet
(12' x 13') and the Shelburen Road area contains 192 square feet
(12' x 16'). No alterations are proposed to the buildings, coolers
and racks will be installed.
The applicant feels no additional traffic willbe generated, this
proposal will provide a service to existing customers.

Dear Mr. Spillane:
Your request to convert a portion of your building into a
convenience store was discussed with the City Attorney to
determine which zoning regulaction would apply in your part-
icular case.
In his opinion the Interim Zoning Regulation would super -
cede the 1974 zoning regulations and the question of a
multiple use should not be considered.
In his opinion you would in fact be changing the use of the
premises, which would require a conditional use approval by
the City Mbuncil. IZ you wish to apply for conditional use
approval the deadline is Thursday, September 14, 1978 and the
hearing would be scheduled for %londay, October 2, 1978.
