Hi Marla:
For the conditional use application, I recommend the applicant demonstrate how they believe they have met the
following criteria, especially D(1)(a)(i) with respect to where they put their building envelope (I don’t necessarily
disagree with their location but they should state how they came to the decision to propose it in that location to
meet that criterion) and D(1)(b) (notable, is the cul-de-sac design achieving that objective)
D. Supplemental Design and Conservation Standards.
Where development is permitted in accordance with this section, the following supplemental design
standards shall apply:
(1) For a newly subdivided lot, principal building, or use:
(a) A building envelope that encompasses all areas to be used for principal and accessory buildings,
patios or decks, parking areas, lawn or other recreational amenities such as tennis courts, pools,
etc. must be established shown on a plan. The building envelope must:
(i) be located on the site in a manner that represents the least impact on the purposes of this
District;
(ii) exclude all Hazards and Level I Resources except as specifically approved in accordance with
applicable standards of Article 12; and,
(iii) be minimized in size to reflect and implement the purposes of this zoning district; and,
(b) Access drives shall be minimized in length except as needed to avoid impacts to Hazards, Level I,
and Level II Resources, other resources identified for conservation, or other physical or legal
constraints on the parcel. Utility service components, such as transformers and amplifiers, may
be installed at ground level where such accords with standard industry practices.

Hi Tom, Paul,
I’m only sending this to you because I think the comments will be fairly limited. The Bolducs are proposing a small
subdivision and, on a separate adjacent lot, a building envelope for a new home. They both will be connected to
City water and sewer via Windswept Lane. The DRB will be reviewing this at their next meeting on 4/16. Any
comments? My packet publishes next Wednesday 4/10, would love to get comments at least a day before pretty
please. Please also let me know if you have no comments!
Project descriptions:
1. Conditional use application #CU-24-03 of Allyson M. Bolduc Trust & Vincent L. Bolduc Trust to develop a
single family home and accessory dwelling unit on 0.70 acres of an existing 6 acre lot located entirely
within the Southeast Quadrant Natural Resource Protection zoning district, 1780 Dorset St.
2. Sketch plan application #SD-24-05 of Allyson and Vincent Bolduc to subdivide an existing 16.46 acre lot
developed with a single family home and accessory structures into two residential lots of 2.0 acres and
14.46 acres, and retain the existing single family home and accessory structures on the 14.46 acre lot, 252
Autumn Hill Road.
