HomeMy WebLinkAboutSP-24-06 - Supplemental - 1650 Shelburne Road (7) 180 Market Street, South Burlington, Vermont 05403 | 802-846-4106 | www.southburlingtonvt.gov TO: South Burlington Development Review Board FROM: Marty Gillies, Development Review Planner I SUBJECT: #SP-24-06; 1650 Shelburne Road DATE: March 19, 2024 Development Review Board meeting PROJECT DESCRIPTION Site plan application #SP-24-006 of SRTB Holdings, LLC to modify a previously approved plan for a 10,210 sf automotive sales, service and repair building on an existing 2.07-acre lot. The amendment consists of a 3,980 square foot expansion, including an addition to the existing sales/showroom and the construction of a drop-off area for the vehicle service department, 1650 Shelburne Road. COMMENTS As noted in the associated Staff Report, the Board previously reviewed a nearly identical application (#SP-22-045) on September 20, 2022, and October 18, 2022, and approved that application on November 4, 2022. There are only two significant differences between the submitted application (#SP- 24-06) and the previously approved application (#SP-22-045). For that reason, Staff provided a draft Findings of Fact & Decision (FFD) for the Board’s review. That draft FFD contains only two material changes from the FFD associated with #SP-22-045. A. The estimated construction cost of the building addition has increased, which in turn increased the minimum required landscaping budget. As a result, the proposed landscaping plan has been updated to include an increased amount of landscaping materials. Staff considers that the updated landscaping plan continues to meet all relevant standards. Staff recommends that the Board review the updated language regarding the proposed landscaping plan – that language can be found on page 6 and on page 13 of the draft FFD. B. The proposed elevations for the second story façade have been altered to include six 4’ x 6’ windows that are glazed with spandrel glass. Given the Board’s history of findings regarding the use of spandrel glass, Staff considers that the Board may find that the use of spandrel glass in those windows is not appropriate and therefore has included a Condition of Approval in the draft FFD requiring the applicant to replace the spandrel glass with transparent glass. Staff recommends the Board review the language describing the proposed second-story elevations and the proposed Condition of Approval 2.b, found on pages 4 and 14, respectively. 1. Staff recommends that the Board review the two identified findings in the draft FFD with the applicant and either confirm or amend Staff’s draft language. RECOMMENDATION Staff recommends that the Board review the items identified herein and in the accompanying draft Findings of Fact & Decision and close the hearing. Staff considers that the Board may deliberate and vote on #SP-24- 06 either during or after the conclusion of their March 19, 2024 meeting.
