Timberlake Associates, David Simendinger will be requesting
approval to construct a multiple use on a property located at 801
Williston Road.
Uses as proposed: a) 1750 square feet mini -mart (b) gasoline
pumps with four automatic dispensers (canopy 40'x 46') and a ATM
approximately 72 square feet floor area.
Be advised that as of this date, no traffic data has been
submitted by the applicant. We expect that evidence regarding
traffic will be submitted at the hearing.
Traffic data (vehicle trip ends) was reviewed and calculated from
I.T.E. standards and are somewhat different as to use.
Convenience market with gas pumps (4 pumps):
20.6 vte per pump x 4 = 82.4 vte's
or - 73.05 vte per 1,000 square feet of structure,
73.05 vte x 1.75 = 127.8 vte's.
Walk-in bank:

In advance of the March 27th Zoning Board Adiustment hearing concerning
Timberlake Associates' application for a convenience store/aasoline service station
planned at the site of the former Chittenden Bank branch office located at 801 Williston
Road, please note the followinq with respect to capacity of existinq or planned
community facilities:
WATER SERVICE:
1. The Champlain Water District foresees no restriction or encumbrance upon its
present users by supplying water to this project. See the attached letter from CWD
dated September 13, 1994.
2. Timberlake requests an allocation increase of 1085 GPD (this is 300 GPD less than
originally requested in September 1994 due to a reduction in gasoline pump islands from
4 to 3). See the attached proiect demand desiqn memorandum dated 9 Sept 94, last
revised 27 Mar 95.
SEWER SERVICE:
1. In a conversation with Joe Weith on September 16, 1994, Mr. Weith indicated no
foreseeable problem with issuing a sewer allocation once all local approval have been
issued.

2. This office met with Sonny Audette from the Public Works Department and agreed
that the new building sewer connection would occur at the same sewer wve serving the
former bank building. This connection was staked out by the South Burlinqton
Department of Public Works on 31 August 1994.
STORMSEWER:
1. The proiect stormwater discharge flow for a 25 year/24 hour storm event is less
flow after construction than that experienced from the site in its current condition. See
a copy of my letter to Mike Boudreau at UVM and Gene Cenci from the Sheraton for
further explanation.
2. This office met with Sonny Audette from the Public Works Department to discuss
the stormwater tie-in. Mr. Audette requested that a new catch basin be added to the
existing storm sewer at the point of connection in the Williston R.O.W.
With respect to the forgoing. the Timberlake proposal should not adversely affect
the capacity of existing or planned community water, sewer or storm water facilities.

This letter follows Timberlake's October 24, 1994, Zoning Board of Adjustment
hearing and Mr. Boudreau's January 3, 1995, letter relative to the above referenced
project and serves to provide you with preliminary plans and stormwater discharge
calculations for the Timberlake project. Enclosed please find copies of the following:
1. a draft site plan dated 2/1/95;
2. Predevelopment stormwater discharge calculations dated 9/15/94;
3. Postdevelopment stormwater discharge calculations dated 9/15/94 and 2/22/95;
and,
4. a draft cut -sheet for proposed catch basins (CB A and CB B) which illustrates a
modified outlet planned for those catch basins located on the Timberlake property.
You will note that the Postdevelopment 24 hour/25 year storm event is less
discharge than what is currently experienced from the property. This is due mainly to
our minimizing Postdevelopment impervious surfaces and maximizing travel time and
time of concentration across the property. As such, this project when fully developed
should not represent an increase in stormwater discharge. In fact, discharge patterns

will be improved over existing drainage patterns now experienced at this site. With
improved grading run-off will be directed via overland grass flow to two collector catch
basins (CB A and CB B). These same catch basins will also collect run-off from the
paved and roof surfaces. The catch basins will connect directly to the existing storm
drain located within the Williston Road right-of-way.
There is also a receiving catch basin located behind Spillanes Mobil on the paved
edge of the shopping center parking lot. This catch basin will continue to receive run-off
generated upslope from this project as it now does.

Zoning Board of Adjustment meeting which is scheduled for March 27, 1995.

Williston Road (US 2) serves as the major land-�civjce arterial between Burlington,
the I-89 interchange, and South Burlington to the east. The street width is 82 feet past the
site, operating with seven Janes. 2 th. ough lanes , g east & west, an exclusive right -turn
lane westbound to ast Av°en_,e, an exclusive right -turn lar)e; eastbo�ind to Staples Plaza, and
a dual -use left turn center lane past the project Willisto. Road ri:ive. The alignment is
straight; there is a slight downgrade eastbound tlrough the jag -?candle intersections,
flattening to near level towards I-89 E)dt 14.
East'T'errace, the project secotad access, is 3'Janes wade (1-,,,•ay to the signals) past the
drive, providing exclusive left -through -right lanes approaching the ;sisals.

(Land Use Code 853) are summarized for a weekday p.rn, peak liour, with a Data Plot and
Equation on page 1415 (see figure 1).
The number of pumps is 4; utilizing the Fitted Warne Eq ,ation; this yields 126 trip
ends in the afternoon peak hour. For comparison, =efe:e_,ce f also made to the trip rate

Dear David:
This letter is to update the information that I provided in my 21 October 1994 regarding the
traffic -related effects of the proposed change of use of the Chittenden Bank property at the
corner of Williston Road and East Terrace/East Avenue in South Burlington. As before, the
change that is proposed is from a drive-in bank operation to a mini -market with gasoline
pumps. The new proposal calls for turn restrictions imposed by geometric modifications at
both driveway locations, removal of the outside ATM facility, reduction from four pumps (8
pump stations) to three pumps (6 pump stations) and other site plan changes to improve
internal circulation and parking.
Drive-in banks in South Burlington and elsewhere have trip generation rates that vary across a
wide range. The ITE data for facilities of a size similar to the Chittenden Bank property
(2,000 s.£) show average PM peak volumes of 200 trips per hour, with a range up to 460 trips per
hour. This range reflects both the variation in volume that occurs due to market differences and
the variations that inherently occur across time at any given facility. Within South Burlington,
counts of 199 and 252 trips/hour were reported in the early 1980s at the Merchants Bank and
Burlington Savings Bank facilities, respectively. Pinkham Engineering reports counts 173 and 235
at Vermont Federal and Chittenden Bank locations.
For mini -markets with gasoline pumps, the range of trip generation rates reported by ITE is
somewhat more limited. In one of the most comprehensive studies of this use, the volumes
ranged from 55 trips/hour to 140 trips/hour for a 1,750 s.f. facility.l The average trip generation
estimate from that study would amount to 100 trips per hour for the proposed facility. A very
recent ITE Manual update2 predicts an average rate equivalent to 109 trips for this 1,750 s.f.
facility. Given the turn restrictions imposed by the new site plan and the reduction from 4
pumps to 3, even lower rates might be expected. This traffic level is considerably less than what
would be expected from a fully -operational 2,000 s.f. drive-in bank.
The South Burlington zoning regulation considers total peak hour trips generated by uses.
However, it is also useful to consider the types of trips generated by new facilities. For drive-in
banks, roughly half of the trips generated are either pass -by or diverted (i.e. are not making a
