SOUTH BURLINGTON CITY – RECREATION & PARKS COMMITTEE
MEETING
February 12, 2024
The South Burlington City Recreation & Parks held a regular meeting on Monday, 12 February
2024, at 5:30 p.m., at City Hall, 3rd Floor, 180 Market Street, and by GoToMeeting remote
participation.
Members present: M. Simoneau, Chair; R. Venkataraman, Vice Chair; W. Sudbay, Clerk; C.
Freeman; A. Hayes; B. Visger
Community Members Present: Larry Kupferman, Jeff Knisley, Ryan Doyle
1. Call Meeting to Order, Changes or additions to the agenda, comments from the
public not related to the agenda
Chair Simoneau calls the South Burlington Recreation & Parks Committee Meeting
to order at 5:35pm.
2. Consideration of January Meeting Minutes
Motion by Visger, seconded by Hayes to accept the January South Burlington
Recreation & Parks Committee Meeting Minutes. So Voted.
3. Consideration of Past Meeting Minutes
Motion by Hayes, seconded by Hayes to accept the past meeting minutes as
presented. So Voted.
4. Hubbard Park –Next Steps
Simoneau provides a historical overview of recent developments in Hubbard Park,
specifically the South Burlington Recreation & Parks Committee recommending a
paved path and considering a conservation easement with Hubbard Park. The
Committee does have a concern about the status of Hubbard Park and asks other
Committee members for their feedback or thoughts.
Doyle states the Bike & Pedestrian Committee is reviewing the proposed plans for
Hubbard Park at their Wednesday Committee Meeting. Doyle overviews the
Hubbard Park specs with the Committee.

Simoneau states there is more to learn at the upcoming Bike & Pedestrian
Committee, and notes the document could be made public.
Hayes inquires when the last time the City of South Burlington approached and
presented materials on the status of Hubbard Park to our Committee.
Simoneau states there have been various updates provided to the Committee over
the last decade.
Doyle is concerned that the City of South Burlington does not appreciate the
Committee’s feedback and perspective.
Knisley is concerned about e-bike usage and comments that most community
members in his neighborhood are elderly and utilize paths for walking.
Simoneau states e-bikes are going to have more oversight moving forward.
Further discussion occurs surrounding bike safety and its impact on pedestrians.
5. Director Update/Director Report/Budget
Matth overviews the February 2024 Director’s Report with the Committee. The
Committee is appreciative of all of the work the Committee is currently doing.
6. Larkin Update/Follow-Up
The Committee continues to monitor the process of this application and will
update the Committee at the March Meeting.
7. Dog Park Updates
The Committee did not discuss Dog Park Updates and will be briefed at the March
Committee Meeting.
