These homes were taken out at the last minute in SD-22-10 because they couldn’t meet height requirements. Under the current rules the Board has a different waiver authority. See sheet C-6 and C-6.1. Paul: It is not clear to me from the site plan how the proposal would meet the requirements of 13.17 – ResidenƟal Design, and specifically, C3 and C4. I recommend the applicant clarify. 2. Replace 2 large single family homes with cottage homes accessed via an already APPROVED driveway. These are on Sheet C-10 Paul: In principle I support the replacement of 2 large homes with 5 coƩage-scale homes. However it appears that these new homes have no “front” on which they face. A walkway is shown that sits between the garages and the dwelling units, but I don’t see how that could be considered “fronƟng” on a street or green as required by 13.17 ResidenƟal Design and elsewhere. Perhaps the applicant could consider re-organizing this area (either 36-6 to 36-10, or 36-1 to 36- 10) into a coƩage court with a organized central square. 3. Add battery storage grid in place of approved open space on Lot 18. See sheet C-2. This open space was intended for the City to consider accepting ownership one year after substantial completion. Paul: I am concerned about the placement of the baƩery storage, and recognize the value and importance of the baƩery storage in general. Specific concern: - First, it proposes to reduce the effective size of the park area by over 20%. This is the only park space that has been provided to the City that is relatively flat; reducing its usable area by 20% makes it even less attractive to use for the informal activities that were envisioned for this area, and to serve two neighborhoods – playing soccer, tossing a frisbee, flying a kite, etc. - Second, the proposal alters the proposed grading throughout the lot. Setting aside the battery storage site itself, the site creates a 4’ elevation drop-off 40’ away from the western property line, essentially making those 40’, which equates to over 11,000 s.f. in area, not usable as part of general play area. - Together, the proposals reduce the effective usable area from 40,000 s.f. to 22,000 s.f. RecommendaƟons: A. I recommend the applicant seek an alternate locaƟon overall for the baƩery storage. What other sites on the property have been considered? On lot 33, there may be space either to the north of units 34-1 and 34-2, off the end of the turnaround, or east of the barn. B.If no other lot is viable, the baƩery storage area could be moved to a corner of lot 18 where it does not impact the overall use. The baƩery storage could perhaps be moved south to the edge of the lot and have the GMP access align with Mabel Way. If the locaƟon 2 C. Regardless of the above, the 4’ elevaƟon drop-off should either be removed or relocated to be at the edge of the parcel. D. Making a porƟon of the site more flat may be of benefit for recreaƟonal purposes. Recommend RecreaƟon Director weigh in. 4. Flexibility in phase completion requirements – they are concerned weather conditions may prevent certain things being completed before they are ready to move on to other things. See cover letter. 5. Minor modifications to match Act 250 approval. They describe this as minor, but I’m going to ask them to show me exactly what they mean so it’s not a matter of hunting & will share with you if I think it’ll affect your area of jurisdiction. The amendment consists of five changes detailed in their (way too long) cover letter. By amending their previous PUD, they’re subject to the regulations CURRENTLY in effect. This is the first step of the review, which will be followed by likely combined preliminary and final plat for the same changes. You will have additional opportunity to comment at the next stage of review, and I will share with the more specialized technical reviewers at that time as well. Project description: 3 Sketch plan applicaƟon #SD-24-03 of O’Brien Eastview LLC to amend a previously approved plan for a planned unit development of 155 homes in single family, duplex, and three-family dwellings on eleven (11) lots totaling 23.9 acres, twenty-four (24) commercial development lots totaling 39.8 acres, and 25.2 acres of undeveloped or recreaƟonal open spaces. The amendment consists of adding a 0.17 acre baƩery storage microgrid in an area previously approved for open space, adding 14 units in two-family homes, replacing two large single-family homes with five detached coƩage style units, and other minor amendments, 500 Old Farm Road. Please provide your comments by Friday 1/26 for incorporation into the report.
