A couple of issues immediately present themselves. 1. The “fire lane is a dead end with no turn around at the end or does it connect back into a parking lot? 2. What is the hydrant/water flow capacity in the area. 3. What is the Wt. capacity of the bridge on Catamount Dr.? 4. Will this be a public road? 5. What is the impact on traffic with the UVM-MC parking area to the NE? 6. Are these building conjoined or separate structures? 7. Is the parking structure designed to comply with NFPA 855 and structurally designed to withstand the EV fire load? 8. All structures shall be fully fire protected. We’ve been working closely with UVM and their team to get the process elements right. This is the first step, which will be followed by the actual master plan, then preliminary and final plat for the first phase (consisting of the building that is more fleshed out in the plans), and then in a few years the preliminary and final plat for the second building. We are shortly expecting a parallel Form Based Code application for some minor redevelopment on the Doubletree site, which can be seen in rough outline on the plan sheet MP-1.0 and includes a 3-level (2 deck) parking garage and an addition along Williston Road. I will send those materials for review when they are submitted. I am providing this early to accommodate staggered vacation schedules. Please provide your comments by Friday 1/12 for incorporation into the report, and let me know in advance if that deadline is going to be a challenge. 2 The main issues I’d like to highlight for your attention are: 1. Road. All buildings are required to front on a street. They’re proposing (with our guidance) to use Catamount Drive as the street for this project. It will need to be upgraded. Naturally, they want to do as little as possible to upgrade it. What is your feedback on the minimum road upgrades needed? 2. Natural resources & Stormwater. The project is proposing to improve the existing storm ponds near Williston Road. The ponds are located in a mapped river corridor. I think they’ll have to get a Letter of Determination from ANR to adjust the river corridor. Any insight would be appreciated. Please also provide any other comments that are relevant to this stage of review. The master plan consists of 275 units of housing in two five-story buildings over two phases, and associated site improvements on 5.7 acres, 0 Catamount Drive.
