Site Plan Application of Burlington International Airport for a 5,100 square foot expansion to an existing 8,220 square foot maintenance building (13,320 square feet total) Burlington Inter- national Airport: Mr. McEwing noted this is a federally funded project. The pur- pose is to house snow removal equipment under cover. There will be a standby engine generator. Mr. Craig noted a question of the fire fighting system. Mr. McEwing said they have checked hydrants on the whole Airport and have a project to get all of them back in order. One new hydrant will be added. Mr. Burgess noted the landscaping requirement can be met by Putting landscaping somewhere else on the property. Mr. Hamilton said they have no problem with this and suggested the entry to Army Guard Road. Members agreed to this. Mr. Austin moved the Commission approve the Site Plan application of Burlington International Airport for a 5,100 square foot addition to an existing 8.220 square foot maintenance building 113.320 square feet total as depicted on a 21 page set cQf plans, the title page entitled "Plans for Maintenance/Snow Removal Equipment Building Expansion". prepared by Webster/Martin. The following is provided for your information. 1. We intend to spend the funding to landscape the area along Airport Drive from the cemetery to the entrance roadway into the terminal building. The type of landscaping to be accomplished the nature of the plants has not been determined as of this date. 2. It is our intention to seek the services of a landscaping firm this fall to help determine the best type of landscaping that would help improve the appearance of this area. 3. Based on the recommendations of the landscaper, it is our intention to start plantings in the Spring, 1992. We expect that funds will have been expended by June 1 necessary to meet the Planning Commission funding requirement as specified in the Motion of Approval of the addition to the snow removal equipment building. WW-4-0414 APPLICANT City of Burlington Burlington International Airport ADDRESS 1220 Airport Drive LAWS/REGULATIONS INVOLVED Environmental Protection Rules Chapter 4, Public Buildings Appendix A, Design Guidelines South Burlington, VT 05403 This project, consisting of a 5100 square foot addition for vehicle storage and repair to the maintenance/snow removal building referenced in Public Building Permit PB-4-0447 located on the property of the Burlington International Airport off Airport Drive in the City of South Burlington, Vermont is hereby approved under the requirements of the regulations named above, subject to the following conditions. This Permit does not constitute Act 250 approval under Case Number 4CO331-5. GENERAL (1) This permit does not relieve the permittee from obtaining all other approvals and permits as may be required from the Act 250 District Environmental Commission, the Department of Labor and Industry (phone 828-21061, the Vermont Department of Health (phone 863-7220), and local officials PRIOR to proceeding with this project. WATER SUPPLY (7) The water main extension is approved provided the water main extension is constructed in strict accordance with the Agency of Natural Resources "Public Water System Permit to Construct" Project #E-005, WSID #5091 to John Hamilton, City of Burlington dated July 24,1991. Presently no pavement markings exist delineating parking spaces for the Maintenance/Snow Removal Equipment Building, Emery Worldwide Freight Building, carpenter shop or the one story brick building easterly of the site. According to Bob McEwing, Airport Engineer, the large paved area central to these buildings now provides adequate access and parking for the associated business- es and services. The proposed 15 parking spaces are provided for the Airport Maintenance staff working in the Maintenance/ Snow Removal Equipment Building and carpenter shop. No further changes in parking or delineation are proposed. 2. A detailed landscape plan including planting schedule with type, quantity and size of plant is shown on Drawing A-1. Information regarding office square footage and number of non -office employees was provided in the "Summary of Parking Requirement" with the original application, and five additional copies are provided herewith for your reference. One non -employee registered vehicle is operated from the premises and is typically parked in the Maintenance Building or on the airfield side of the security fence. 4. The plans show a "Building Restriction Line" (BRL) running in a north/south direction through the existing Maintenance/Snow Removal Equipment Building and proposed addition. This line, established by the Federal Aviation Adminis- tration, is intended to restrict building construction within 400 feet of the Runway 1-19 centerline. Early in the design of the proposed addition it became apparent that the existing building encroaches on the BRL. This lead to an evaluation of the problem and decision that the addition may be constructed if the existing encroachment does not move appreciably closer to the runway. The result is a setback of the proposed addition eight feet from the face of the existing building. The encroachment issue and the overall project has been reviewed by the local and New England Region FAA. Regarding other project review comments: 1. William Szymanski, City Engineer expressed concern about the project creating increased stormwater runoff and the subsequent need for a retention basin (file memo dated June 19, 1991, copy attached). The project will result in a reduction of stormwater runoff from the site through construction of additional grassed areas and elimination of some impervious area. Consequently, a retention basin is unnecessary. Stormwater treatment has been discussed with the State throughout the design phase and is presently being reviewed by the Agency of Natural Resources. 2. Chief Goddette expressed concern in his June 25, 1991 memo (copy attached) regarding repair of existing fire hydrants and inspection and repair of the water main system to ensure that a 2,000 gpm minimum can be provided. The housing growth estimates are derived by applying the assumed average household size to the population projected for each five year increment to the year 2010. Based on this methodology it can be assumed that the City will need 7,049 to 7,753 housing units to serve the City's year 2010 population. This represents approximately 1,600 to 2,320 new housing units in the next 20 years, or an average of 80 to 116 new housing units each year. Comparatively, between 1970 and 1990, the Cit 's housing supply grew by 2,558 units, or an aver- age of 128 new housing units each year. D. AFFORDABLE HOUSING An adequate supply of affordable housing is important to the City for a number of reasons. Affordable housing helps to retain and attract a qualified work force and provides an opportunity for first-time home buyers and the elderly to remain in the City. The State of Vermont defines housing as being affordable if households with incomes at or below 100% of the median income spend no more than 30% of their incomes on housing costs (3). Housing costs for homeowners include principal, interest, proper- ty taxes, and property insurance. Housing costs for renters include rent and utilities (including heat, hot water, trash removal, and electric). In a report prepared by the Chittenden Affordable Housing Commit- tee of the Greater Burlington Industrial Corporation (3), the 1989 median income for the Burlington Metropolitan Statistical Area (MSA) was listed at $38,500 for a household of four people. The report indicates that an affordable home for a first time homebuyer earning 100% of the median income would be approximate- ly $90,000. This assumes conventional financing at 9.75% inter- est, 10% down payment, 30-year mortgage, and allowing $200/month for property taxes and insurance. Table 6-5 presents income and housing cost requirements for first time home buyers earning 100%, 80%, 70%, and 50% of median income. Income levels can be further categorized as: 0 80-100% of median income = moderate income 0 51-80% of median income = low income 0 50% of median income and below = very low income In 1989, the average sales price for a single family detached unit was $143,565 (Figure 6-1). The average sales price for a condominium was $89,420 (2). Considering the relatively high number of condominium units in the City, the City most likely has a significant amount of housing affordable to moderate income households. The City recommends that an adequate supply of affordable housing be provided for all income levels including moderate, low any very low income levels. Since the project, as proposed, will not result in a net increase of runoff, and the relocation of the drainage system outlet will better promote infiltration and treatment of runoff, a stormwater discharge permit will not be required. In your letter you note the proposed connection of three new floor drains into an existing oil/water separator and infiltration basin. This proposed connection appears to be in conflict with the Vermont Ground Water Protection Rule and -Strategy, which prohibits "the construction or use of new injection wells including unsewered industrial/commercial floor drains". I recommend that you look into the possibility of tying the floor drains into the South Burlington municipal sewer system. I spoke with the chief operator of the Airport Parkway wastewater treatment facility, and to the best of his knowledge South Burlington does not prohibit the.hookup of floor drains to the municipal sewer. •I suggest that. you call Don Whitten, the treatment plant superintendent, for more information. In order to adequately address Criterion 1B "Waste Disposal", we would like you to perform a prelimi- nary review of the project to determine if a Stormwater Discharge Permit will be required. The proposed project consists of a 5,100 sq. ft. addition to an existing maintenance building located on the southeast side of the Airport property. The addition will be used to store and maintain Airport snow removal equip- ment. A number of site improvements are also being proposed in connection with the building expansion. These include expanding the existing bituminous parking lot, converting an existing gravel parking lot to grass, and upgrading the underground stormwater collection system. Stormwater is presently collected directly from paved areas via one of three catch basins. Runoff collected on the west side of the existing building passes through a gravity oil/water separator prior to indirect discharge via a 600 gallon concrete infiltration basin. This oil/water separator also receives flow from a series of floor drains inside the building which collect snow melt from equipment parked in the building during winter months. The gravity separator consists of a 1,500 gallon septic tank with a 90° down - turned outlet to prevent discharge of floating oils and grease. The only Mr. Todd Sternbach -2- ) May 20, 1991 change to this system is the addition of three new floor drains for collecting snow melt in the new vehicle storage area. The existing oil/water separator has sufficient capacity to accommodate the new drains. Stormwater runoff from the east side of the building is presently collected via catch basin/storm drain system. The untreated stormwater is presently discharged directly above the adjacent wetland area located on the south- easterly boundary. With the expansion, this portion of the storm drainage system would be completely replaced. The new catch basin/underground storm drain system would discharge to a 1/2 acre grassed area southeast of the site. The flow would then travel via overland sheet flow for approximately 200 feet before final discharge to the adjacent wetland. Since the soils underlying the area are Adam sands, a significant portion of the total flow will infil- trate prior to reaching the wetland. We have enclosed copies of the site plan, utility plan and appropriate detail sheets for your review. As per your request, we performed a preliminary TR-55 analysis of both the existing and post -development situations using a 10 yr/24 hr design storm. Based on my analysis, peak runoff from the post -development site will be equal to or less than peak flow from the existing site. This is likely due to the conversion of several existing gravel and bituminous parking areas to grass which compensate for the impervious area increase associated with the proposed expansion. We have included all of my TR-55 data sheets and storm hydrographs for your review. We are also enclosing 50 scale drainage area maps for both the existing and post -development scenarios. For the purpose of the Act 250 process, we would appreciate a letter from you which documents your determination as to whether or not a Stormwater Discharge Permit will be required. A suggestion for improving the intersection of Airport Parkway, Ethan Allen Drive and Shamrock Road is as follows: Widen Airport Parkway to three lanes to accommodate left turns coming from the direction of the Lime Kiln Bridge to the Air Guard Facilities, Country Club Estates and Ethan Allen Drive. This would be done mainly along the east side of Airport Parkway. Airport Parkway in the vicinity of this intersection would be rebuilt and road superelevated to properly accommodate the design speed. Ethan Allen Drive to intersect Airport Parkway as close to 900 as possible with curve radii sufficient to accommodate large trucks and school busses. Shamrock Road to intersect Ethan Allen Drive at about 900. Entire intersection to include curbs to control encroachment. Intersection also to include signals. Without a detailed survey and a preliminary layout it is difficult to determine the additional land required however, an estimate of 20 feet appears adequate with a stipulation that if not required it be deeded back to the adjacent owner. 5) Lakeview Motel, Shelburne Road 1. Side drives must be constructed so that storm water from back area does not drain on to adjacent property. 2. Storm drain pipe should be 12 inch with headwalls at outlets. 6j Air Vermont 1. Site was not visited because gates near guard hangar were closed. It appears that the access from Muddy Brook Industrial Park is a better access and should be considered as the main access to this proposed building. 2. Plan should show finish contours and site drainage. 3. It appears there will be excess material from the site work. The area of disposal should be shown. 4. Earth cut slope shall be top soiled mulched and seeded. 5. There is still a considerable area left in the Airport Industrial zone, most if not all owned by the airport at this location. Some planning should be done especially for access and utilities for future development. 6. I question the adequacy of the water service even if it is only for domestic use since it is an extension of a service to another building. Memorandum Next week's agenda items 9/16/83 Page 2 Landscaping proposed in the amount of $13,000 is conforming, performance bond is required. -Chief_ Goddette should review this proposal upon return from vacation.. 6) Air Vermont ,- The gravel access drive which connects with Palmer's Industrial Park should be upgraded, (some parts of the road are sand base only) this road should be con- sidered as the major access point to ,the area. The prbposed'hangar will serve as the maintenance shop for Air Vermont, with two shifts of about eight people working from the building, presently vehicular access is from the Guard road opposite Plywood Ranch. This hangar will"be located in very close proximity to other hangars and maintenance shops. The area is not landscaped and is not available to the general public. Other than grassed areas no other landscaping should be necessary. A existing sand embankment must be cut away a depth on approximately ten (10) feet, the new slope (1 on 2) should be sta'blized with a quick growing grass seed and evergreen trees.
