Inclusionary Rental Units
The decision to approve #SD-21-01 was subject to the following conditions:
15. The building shall contain no fewer than (12) inclusionary units, of which no fewer
may be (2) two-bedroom units and the remainder may be one-bedroom units.
16. The applicant must construct no fewer than half of the required inclusionary units,
including no fewer than on (1) two-bedroom unit, as part of the first phase of
construction.
17. The Applicant shall demonstrate that the required inclusionary units comply with the
affordability requirements of 18.01D prior to issuance of a zoning permit and annually
thereafter once the building is occupied.
In accordance with these conditions, the applicant submits this letter and Exhibit A and
B that affirm compliance with the conditions, with one noted exception and remedy. The
applicant affirms with this letter that 12 units total and 6 units in the first phase have been
designated as affordable and meet the requirements described under 18.01D and defined by
Exhibit A and that the tenants of these units have met or will meet the income criteria
described in Exhibit B. In reviewing the Exhibit A and B the applicant notes that the tenant of
unit 315, a 2 BDRM unit, did not pass the income qualification test even though the unit is
rented below the VHFA threshold. The applicant will remedy this error by making the next
available 2 BDRM unit available at the threshold and will assure that the tenant passes the
income test as noted in Exhibit B.

Exhibit B: Income Qualification Test
At the time the tenant applies to rent the unit our
manager runs an income screen based on the units
dedicated to meet the affordable criteria referencing
the Vermont State Housing Authority Income Limits.
We note that while we have provided the required
number of units (6) to tenants that qualify, we have
an exception for a 2bdrm unit (unit 315) that was
rented to an tenant that did not meet the
qualification.
