On the 9th of July 1991, the South Burlington Planning Commission approved the request of Burlington International Airport for site plan review under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of a 5,100 square foot expansion to the maintenance/snow removal equipment building at the Burlington International Airport. No increase in staff is proposed as a result of this expansion. 2. This property is located in the Airport Industrial zone and is bounded on the north by the Federal Express building, on the south by a carpenter shop and undeveloped land on the west by the end of a taxi -way. 3. Access: Access to the site is via the Air Guard Road. At the end of this road is a large paved area with a complex of buildings. The subject property is at the western most end of the site. Access to the building is through this paved area and will not significantly change as a result of this expansion. The present access is acceptable. 4. Lighting: Nine (9) 250 watt and one (1) 50 watt lights are proposed to be mounted on the outside of the addition. 5. Sewer: No additional sewer allocation is needed since there will be no additional employees. 6. Landscaping: The minimum landscaping requirement for this project is $12,500. The applicant is proposing $3,648 in new landscaping. This is $8852 short of the requirement. Plantings proposed include Black Spruce, Juniper and Rhododendron. 7. Parking: The maintenance building with the proposed addition will require a total of 10 parking spaces and 15 spaces are being provided. Stall dimensions meet minimum requirements. DECISION & CONDITIONS Based on the above Findings of Fact, the Planning Commission approves the Site Plan application of Burlington International Airport for a 5,100 square foot addition to an existing 8,220 square foot maintenance building (13,320 square feet total) as depicted on a 21 page set of plans, the title page entitled "Plans for Maintenance/Snow Removal Equipment Building Expansion," prepared by Webster Martin, Inc. and dated May 15, 1991 with the following stipulations: 1. The applicant shall post a $10,000, 3-year landscaping bond. The landscape shortfall of $8,852 shall be met through additional plantings elsewhere on the Airport property. The species and location shall be approved by the City Planner prior to permit. 2. Any new lighting shall be shielded down -casting luminaire. 3. The plan shall be revised prior to issuance of a zoning/building permit to show the location of the dumpster(s). The dumpster(s) shall be screened from view from Williston Road. 4. Prior to occupancy of the new addition, the following must be done by the applicant: a) Existing fire hydrants shall be repaired to a good working condition to the satisfaction of the Fire Chief. b) The main water system must be inspected and repaired to provide at least 2000 gpm. The improvments and inspections shall be approved by the Fire Chief. 5. Prior to issuance of a zoning permit, the applicant shall analyze storm drainage and determine whether there will be an increase in runoff. If results indicate an increase, the appli- cant shall submit a plan for handling the additional runoff to the City Engineer for approval. 6. The zoning/building permit shall be obtained within 6 months or this approval is null land void. South Burlington Planning Commission
