RE: Application for Site Plan Review – Project Narrative
CWD South Filtered Water Storage Tank Project
Dear Betsy:
Champlain Water District (CWD) is proposing to construct a new 1.0 million gallon (MG) prestressed concrete filtered
water storage tank and demolish an existing 1.0 MG glass-fused-to-steel filtered water storage tank at our existing water
treatment plant located at 403 Queen City Park Road. The new 1.0 MG filtered water storage tank is being constructed to
replace the existing 1.0 MG tank. The project also includes a new communication tower/building, sitework, and new
subsurface waterline and stormwater piping and appurtenances.

CWD is proposing to begin construction in August 2024 and complete the project in December 2025. The estimated
construction cost of the South Filtered Water Storage Tank project is $3,500,000.
Similar to the permitting we completed for our North Filtered Water Tank in 2017, the following items are included for
consideration during the permit review.

100’ Potash Brook Stream Buffer
The 100’ Potash Brook stream buffer is shown on the project plans. The 100’ stream buffer will not be disturbed as part
of this project and we are not proposing any fill, clearing, or other work within the buffer. During construction we will
have the contractor mark out the 100’ buffer limit with orange safety fence to prevent encroachment into the buffer.
Stormwater
CWD has a NPDES Permit No. 3-1161 for filter backwash discharge to the Potash Brook. This permit provides for BOD, TSS,
Turbidity, Chlorine, Phosphorus, Nitrogen, Zinc and pH discharge limits. Process water generated from clarifier and filter
backwashes discharges to the multiple lagoon basins located on the southern portion of the CWD treatment plant site.
The majority of the stormwater generated on the site and off Queen City Park Road is directed to these settling lagoon
basins. This settling lagoon process, including the acceptance and treatment of site/City stormwater, has been functioning
since the original facility’s construction in 1973. The waste streams discharged to the lagoon basins, including site
stormwater, have always been historically documented in CWD’s NPDES permit reporting applications. CWD continues to
monitor the treated lagoon basin discharge at the outlet of the basin prior to discharge to the Potash Brook per the NDPES
permit.
The proposed South Filtered Water Tank (SFWT) project includes the addition of four new storm drain manholes to reroute
a portion of the site’s subsurface stormwater collection system around the new tank site to the lagoon basins. This is
consistent with CWD’s historical practices and current operations. The lagoon basin discharge is monitored for BOD, TSS,
turbidity, and Phosphorus which are key parameters of concern when evaluating stormwater discharges. The rerouting of
the subsurface stormwater piping does not change the current site and lagoon operations and the lagoon basins will
continue to operate in their current configuration to meet the requirements of CWD’s existing NPDES permit. For the
proposed SFWT project a stormwater operating permit is not required nor is a modification of the existing NPDES permit.
Please note that CWD is not proposing any additional landscaping for this project. We view this project as an in-kind, one-
for-one replacement. Furthermore, space is limited at the WTP and dedicated to water treatment plant processes. CWD
sees the value in landscaping, where applicable, and stormwater treatment. CWD is a partner with the City of South
Burlington in maintaining a vibrant environment, through stormwater treatment and source protection best practices.
However, we do not see a fit with additional landscaping at the 403 Queen City Park Road property.
