Re: Findings of Fact, application of J.J. Hamilton, Director of Aviation to construct a 2500 square
foot storage building, Burlington International Airport, Army Guard Road.
On the day of September, 1998, the Director of Planning & Zoning approved the request
of J.J. Hamilton, Director of Aviation for site plan review under Section 26.10 of the South
Burlington Zoning Regulations based on the following flndings:
1. This project consists of the construction of a 2500 square foot storage building at the Burlington
International Airport.
2. This property located south of the maintenance/snow removal building on Army Guard Road lies
within the Airport Industrial District.
3. Access/circulation: Access to the site is via a private road known as Army Guard Road. No
changes proposed.
Circulation on the site is adequate.
4. Coveraize/setbacks: Due to the airport's vast size, coverage information has not been submitted.
Setback requirements are being met.
5. Parking: No additional parking spaces are required for this accessory structure.
6. Landscaping: The minimum landscaping requirement, based on building costs, is $750 which is
not being met. The plan should be revised to add evergreen trees on the south side of the building
in an amount to meet the minimum requirement.
7. C.O. District: There is a 50 foot C.O. District/wetland buffer area located south of the proposed
building. The proposed building will not encroach into this area.
8. Dumpster: An enclosed dumpster storage area is proposed.
9. Lighting: No exterior lighting proposed.
DECISION & CONDITIONS
1. All previous approvals and stipulations which are not superseded by this approval shall remain in
effect.
2. The plan shall be revised to show the changes below and shall require approval of the Director of
Planning & Zoning. Three (3) copies of the approved revised plan shall be submitted to the Director
of Planning & Zoning prior to permit issuance.
a) The site plan shall be revised to add evergreen trees on the south side of the building in an
amount to meet the $750 minimum landscaping requirement.
3. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance,
the Planning Commission estimates that the accessory structure will generate zero (0) additional
vehicle trip ends during the P.M. Peak hour.
4. Prior to issuance of a zoning permit, the applicant shall post a $750 landscape bond. The bond
shall remain in effect for three (3) years to assure that the landscaping takes root and has a good
chance of surviving.
5. Any exterior lighting shall consists of downcasting shielded fixtures. Any change to approved
lights shall require approval of the Director of Planning & Zoning prior to installation.
6. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the
zoning regulations or this approval is null and void.
7. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer
prior to the use of the accessory structure.
8. Any change to the site plan sh�l�ire approval by the South Burlington Planning Commission.
