Mr. Mitchell and Mr. Larkin would like to change the Palace Nine Cinemas into a training and recreational skating facility. Attached you’ll find: Site Plan application form Abutting property owners list Existing features Site Plan (24”x36”) Proposed Site Plan (24”x36”) Typical details (24”x36”) Architectural Floor Plan The facility will be limited in its use to specific training activities, not shows, games or exhibitions, with no food, medical, or retail establishments on the property. Skating participants will be able to access changing rooms, restrooms, and lockers for the time that they are using the facility. No year-round memberships are anticipated. Spectators, generally friends and relatives, will have bleachers at each end of the rink and rest rooms open to the public. A large portion of the existing floor plan will not be required for this use and will remain open for the foreseeable future. Should a use be found, we will apply to the Planning and Zoning staff for the additional activity. Safety access will be provided by existing doors spaced around the building perimeter. New pervious walkways will be constructed to each emergency egress door and maintained snow free throughout the year. No new impervious surfaces or structures will be installed. The ice rink will require a new chiller arrangement to be placed on the existing parking lot to the south with underground piping from the device to the rink. Several parking spaces will be eliminated for the chiller infrastructure, but we anticipate the existing parking lots will provide ample spaces for this use.
