As mentioned in our last correspondence in 2017 this area was studied by RSG for permitting work to support future projects. That nearly 80 page traffic study was dated August 2, 2017, and is part of the Act 250 submission for 4C0877-10. There is a lot of information in that document, and we have attached it for your review. In the document on page 18 (page 24 of the PDF) it identifies that the Palace 9 Movie Theater had a total PM trips of 70 VTEs. For this analysis we will consider the existing building and movie theater use has an allocation of 70 Peak PM VTEs. The existing building has a total of ±20,600 s.f. of usable space. The proposed indoor recreation facility will take up a portion of the space in the building. The facility will be approximately 18,000 s.f., which is 87.4% of the usable space. The previous traffic analyses were not accepted by City Staff. The project has expanded their definition for the use to Bowling Alley, Staff felt this use was more consistent with the planned use of the building. Bowling Alley is #437 in the ITE Manual which has five studies. We looked at the weekday Peak Hour based on 1,000 s.f. GFA. This would yield the following calculation:  Entire Indoor Recreation Facility – (18,000 s.f. / 1,000 s.f.) * 1.01 + 4.92 = 23.1 = 24 VTEs Please let us know if there is any further information needed for this analysis.
