Sketch plan application of Dawn Dupont and Lonnie Menard to subdivide a 31,350 sq. ft. lot with a single family dwelling into two lots of approximately 15,675 sq. ft., 400 White Street: Ms. Dupont said they want to subdivide and build another building. Mr. Burgess noted this is considered a major subdivision because PLANNING COMMISSION 9 May 1995 page 10 one lot doesn't have access to the street. They also have to go to the Zoning Board because they don't have enough frontage and will need a variance. Other information that will be needed is the number of bedrooms in the new house. Mr. Weith noted there will be about a $3500 impact fee for a single family house. No other issues were raised. 8. Site plan application of Douglas Hoar to: 1) construct an 832 sq. ft. addition to an accessory structure on a lot containing a 26,917 sq. ft. auto sales and service facility and 2) construct a 735 foot long access road to Holmes Rd., 1485 Shelburne Rd: Mr. Hoar showed the location of the addition. The intersection with Holmes Rd. is almost 300 ft. from Shelburne Rd. Mr. Burgess said ingress and egress signs will be needed. Mr. Hoar said they had them but they were stolen. Mr. Hoar said the road won't be paved. Mr. Hoar said he was not prepared to give a right of way to O'Brien's at this time. Mr. Weith felt the road is an improvement. The site is well landscaped. No additional landscaping is recommended. Traffic: This property is located in Traffic Overlay Zone 5 which would allow this property to generate 142.6 vehicle trip ends during the P.M. peak hour. Existing uses are estimated to generate 73 vte's and the proposed uses to generate 70 vte's for a 3 vte reduction. The road impact fee would therefore not apply. Sewer: The applicant currently has a sewer allocation of 745 gpd. The proposed uses would require 865 gpd for a 120 gpd increase. The applicant would be required to pay the per gallon fee for the additional allocation prior to permit. Dumpsters: The dumpster locations should be shown on the plan. These dumpster storage areas should be screened. Lighting: Existing exterior lighting consists of the following: --- three (3) 100 watt metal halide lamps with downcasting and shielded fixtures mounted on 16 foot poles. --- four (4) building mounted lights on the west face of the building and one (1) on the north face of the building. --- one (1) 400 watt flood light mounted on a utility pole located at the southwest corner of the property. This light should either be removed or replaced with a downcasting and shielded fixture. --- four ( 4 ) small flood lights mounted over a loading dock at the north end of the main building. 7) DUPONT & MENARD - 2 LOT SUBDIVISION - SKETCH PLAN This project consists of the subdivision of a 31,350 square foot lot with a single family dwelling into two (2) lots of approximately 15,675 square feet. Lot #2 does not have frontage on a public street so this application will be reviewed as a major subdivision. This property located at 400 White Street lies within the R4 District. It is bounded on the north, east and west by residences and on the south by White Street. Memorandum - Planning May 9, 1995 agenda items May 5, 1995 Page 9 Access: Access to the house on lot #1 is via an existing curb cut on White Street. Access to lot #2 will be via the same curb -cut and a r.o.w. across lot #1. This r.o.w. should have a minimum width of 20 feet. No additional curb cut proposed. Lot size/frontage: Both lots will meet the minimum lot size requirement of 9500 square feet. Lot #1 does not meet the 80 foot frontage requirement. The Zoning Administrator has determined that the applicant must obtain a variance from the ZBA to create lots which do not meet the minimum frontage requirement. Sewer: The applicant should indicate the number of bedrooms proposed for lot #2 so that sewer allocation can be determined. Impact fees: The applicant should be aware that road, school and recreation impact fees will be assessed for any development on #2. Other: The preliminary plat should comply with all the information requirement under Section 203.1 of the subdivision regulations. DOUGLAS HOAR - ACCESSORY STRUCTURE - SITE PLAN This project consists of: 1) construction of an 832 square foot addition to an accessory structure on a lot containing a 26,917 square foot auto sales and service facility, and 2 ) construction of a 735 foot long access road to Holmes Road. The last review of this property by the Planning Commission was on 8/28/84 (minutes enclosed). This property located at 1485 Shelburne Road and 2 Holmes Road lies within the C2 District. It is bounded on the north by Holmes Road on the east by commercial business and Shelburne Road, on the west by the railway r.o.w. and on the north by a retail store. Access/circulation: Access to the 1485 Shelburne Road property is via two (2) curb cuts on Shelburne Road. The southerly access is for ingress and egress and the northerly access is egress only. The 8/28/84 approval for the northerly access required that it be signed for exiting vehicles only. This condition is not currently being met. If the road is to be used by customers as well as employees, perhaps the road should be paved. An easement should be provided for the access road. It would also be advantageous if O'Brien and Socinski could be given rights to utilize the access road. GOSS DODGE - HOLMES TRUCKING - HOLMES ROAD - SHELBURNE ROAD 1. Road opening on Holmes Road will require a road opening permit. 2. Opening shall be a concrete depressed curb type. If possible, it should be opposite the fire station opening across the street. 400 WHITE STREET 1. Plan should show services. Sewage from the proposed house may have to be pumped. 2. The 5 foot grassed strip along the easterly lot line should be maintained at proposed house. Plan does not indicate this. CENTENNIAL COMMONS - PATCHEN ROAD 1. Arbor Road should connect to this development to provide an alternate access. 2. The new street should be public at least to the Arbor Road connection. The rest may be private. 3.
