SITE PLAN APPLICATION #SP-23-048
FINDINGS OF FACT AND DECISION
O’Brien Eastview, LLC, hereinafter referred to as the applicant, is seeking to amend a previously
approved plan for a PUD consisting of 155 homes in single family, duplex, and three-family
dwellings on eleven (11) lots totaling 23.9 acres, twenty four (24) commercial development lots
totaling 39.8 acres, and 25.2 acres of undeveloped or recreational open spaces. The amendment
consists of updating the distribution of units across the approved building lots, 500 Old Farm
Road.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking to amend a previously approved plan for a PUD consisting of
155 homes in single family, duplex, and three-family dwellings on eleven (11) lots
totaling 23.9 acres, twenty four (24) commercial development lots totaling 39.8 acres,
and 25.2 acres of undeveloped or recreational open spaces. The amendment consists of
updating the distribution of units across the approved building lots, 500 Old Farm Road.
2. The owner of record of the subject property is O’Brien Eastview, LLC.
3. The project is located in the Residential 12, Commercial 1-LR, Residential 1-PRD, and
Mixed Industrial-Commercial Zoning Districts. The project also lies in Traffic Overlay
Districts Zone 1 and 3 as well as the Transit Overlay District.
4. The application was received on November 17, 2023.
5. The applicant submitted an updated table showing the distribution of units across
approved building lots titled “O’Brien Home Farm Subdivision Phase II Footprint Lot
Floor Plan Matrix”, with a last revised date of 11/16/2023.
6. The plan submitted is titled “Overall Site Plan”, prepared by Krebs and Lansing
Consulting Engineers, with a last revised date of 01/18/2023.
Only the standards below are affected by this application. All other standards will continue to be
met.
ZONING DISTRICT & DIMENSIONAL REQUIREMENTS
Setbacks, Coverages & Lot Dimensions
There are no exterior alterations or changes to the dimensional requirements proposed.

14.06 General Review Standards
B. Relationship of Structures and Site to Adjoining Area.
(2) Proposed structures shall be related harmoniously to themselves, the terrain and to existing
buildings and roads in the vicinity that have a visual relationship to the proposed structures.
The applicant is proposing to update the approved O’Brien Home Farm Subdivision Phase II
Footprint Lot Floor Plan Matrix that indicates what home type is allowed on each of the
approved home lots. The Administrative Officer finds that the proposed updates are compliant
with this regulation.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan
application #SP-23-048 of O’Brien Eastview, LLC, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval shall
remain in effect.
2. This project shall be completed as shown on the plan(s) and shall be on file in the South
Burlington Department of Planning and Zoning.
3. The Administrative Officer concurrently issues zoning permit #ZP-23-456.
4. Certificates of Occupancy are not required for single family homes or duplexes.
5. Any change to the site plan shall require approval by the South Burlington Development
Review Board or the Administrative Officer, as applicable.

a Notice of Appeal with the secretary of the Development Review Board. This Notice of Appeal
must be accompanied with a $233 filing fee and be filed within 15 days of the date of this
decision.
