This figure serves as its vested wastewater allocation since no other wastewater permits or records exist in City or State databases. The proposed configuration of uses, including a 12-chair hair salon (for which the applicant has State approval) and the proposed 12-seat restaurant that serves a maximum of 2 meals per day (for which the applicant is currently seeking approval from the City), is estimated to generate 3,579 gallons per day. Specifically, the proposed restaurant is estimated to generate 324 gallons per day. The addition of the proposed restaurant use leaves the property with 471 gallons per day of remaining wastewater capacity, in addition to whatever additional capacity may be freed up should the nail salon not install the full complement of chairs that they were permitted to install. The proposed addition of the 12-seat, 2-meal-per-day restaurant will not result in the subject property exceeding the previously established wastewater generation limits, and therefore the applicant is not required to pay any wastewater impact fees associated with this proposed addition. - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - As noted in Site Plan application #SP-11-36, the property has a vested trip generation maximum of 118.36 PM Peak Hour trips per day. The applicant is proposing to change the use of Suite 1 from specialty retail/showroom use (formerly Upward Mobility, a mobility scooter retailer) to a short-order restaurant use (a nutritional shake and smoothie shop). The proposed configuration of uses is as follows: - Suite 1: 2357 sf, nutritional shake & smoothie shop - Suite 2: 1312 sf, nail spa - Suite 3: 3165 sf, pela showroom - Suite 4: 2609 sf, real estate office - Suite 5: 1611 sf, hair salon - Second story unit: 1BR apartment - Outbuilding: 1800 sf, personal instruction The total estimated trip generation, including the trip generation associated with the proposed restaurant use, was calculated using the Strip Retail Plaza land use in the ITE Trip Generation database (land use code #822). Site Plan application #SP-11-36 identifies the property as having a 12,590 sf ‘multi- tenant mixed-use building’ and a separate 1,800 sf ‘building approved for indoor recreation use’. The total square footage of the commercial uses on site is 14,390 sf. 14,390 sf of Strip Retail Plaza land use is estimated by the ITE Trip Generation Manual, 11th Edition to generate 101 PM peak hour vehicle trips, which is less than the vested maximum of 118.36 PM peak hour vehicle trips. The proposed addition of the 12-seat, 2-meal-per-day restaurant in the place of a mobility scooter retailer will not result in a change in the land use designation for this property and will not cause the subject property to exceed the previously established traffic generation limits. Therefore, the applicant is not required to pay any traffic impact fees associated with this proposed addition.
