HomeMy WebLinkAboutSP-23-032 - Decision - 1200 Airport Drive#SP-23-032 - 1 – CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING CITY OF BURLINGTON/BURLINGTON INTERNATIONAL AIRPORT – 1200 AIRPORT DRIVE SITE PLAN APPLICATION #SP-23-032 FINDINGS OF FACT AND DECISION City of Burlington/Burlington International Airport, hereinafter referred to as the applicant, is seeking to amend a previously approved plan for an airport complex. The amendment consists of adding four (4) pole lights at the kiosk entrance to the parking garage, 1200 Airport Drive. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. City of Burlington/Burlington International Airport, hereinafter referred to as the applicant, is seeking to amend a previously approved plan for an airport complex. The amendment consists of adding four (4) pole lights at the kiosk entrance to the parking garage, 1200 Airport Drive. 2. The owner of record of the subject property is the City of Burlington. 3. The subject property is located in the Airport Zoning District. 4. The application was received on August 2, 2023. 5. The plans submitted consists of the following: Sheet No. Plan Description Prepared By Last Revised Date C1.0 Overall Sketch Plan Catamount Consulting Engineers 05/24/2023 C1.1 Existing Conditions Site Plan Catamount Consulting Engineers 05/24/2023 Photometric Plan Apex Lighting Solutions 04/21/2023 ZONING DISTRICT AND DIMENSIONAL REQUIREMENTS Setbacks, Coverages & Lot Dimensions No changes affecting compliance with these standards are proposed. SITE PLAN REVIEW STANDARDS Only the standards below are affected by this application. All other standards will continue to be met. #SP-23-032 - 2 – 13.07 Exterior Lighting Lighting requirements are summarized as follows. (1) Fixtures must be downcast and shielded (2) Illumination must be evenly distributed (3) Fixtures must be placed to minimize lighting from becoming a nuisance (4) Poles shall be rustproof metal, cast iron, fiberglass, finished wood or similar structural material, with a decorative surface or finish (5) Poles & building mounted fixtures may be no higher than 30-ft (6) Poles must be located in safe locations The applicant is proposing four (4) concrete mounted pole lights at the kiosk entrance to the parking garage for the purpose of meeting safety requirements. Cut sheets provided show the height of the poles at 30 feet or less. The applicant is proposing Cobra style lights which are downcast and shielded. Specific requirements for maximum illumination levels are included in Appendix A and are limited to 3-foot candles average at ground level. The applicant has provided a photometric drawing indicating this criterion is met. Only the lighting fixtures indicated in this photometric drawing and on the site plan are permitted. DECISION Based on the above Findings of Fact, the Administrative Officer hereby approves Site Plan Application #SP-23-032 of City of Burlington/Burlington International Airport, subject to the following conditions: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. This project shall be completed as shown on the plan submitted by the applicant and on file in the South Burlington Department of Planning and Zoning. 3. The applicant must obtain a zoning permit within six (6) months from the date of this decision or this approval is null and void. The applicant may submit a request for an extension to obtain a zoning permit under the terms outlined in Section 17.04 of the LDR’s, but the request must be submitted prior to the expiration of this approval. 4. Any exterior lighting shall be downcast and shielded per Section 13.07 of the Land Development Regulations. 5. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer prior to use of the lights.
