Adjourn (by 8:00 PM) *** Attachments Included 1 To: South Burlington Bicycle and Pedestrian Committee From: Erica Quallen, Deputy Director of Capital Projects and Staff Liaison Date: September 13, 2023 Re: DPW Updates to Bicycle and Pedestrian Committee Since our committee meeting on August 8, 2023, I have the following updates to report on behalf of Public Works and City staff: •Summer maintenance continues with a current focus on striping the remaining crosswalks. DPW staff are planning the key areas based on SBBPC recommendations for large improvements. Priorities being explored using Bike/Ped Maintenance funding include: o Repaving path connection between Spear Street and East Terrace o Repaving flat segment of path between Butler Farms and Golf Course Road •The Bike/Ped Master Plan scope and fee is expected to be received from VHB in mid-September. The project will likely kick-off in early October. o Initial outreach can begin at the Energy Festival on September 30th. I will provide maps for folks to comment on about bike/ped infrastructure and a sign-up sheet to stay informed about the Master Plan as it continues. •The Hinesburg Road Shared Use Path received the full grant request from the VTrans Bike/Ped Grant Program for $796,000. The match is for now assumed to be coming from Penny for Paths since no final decision from Council on ARPA funding has been made. The local funding can potentially come from Transportation Impact Fees if the project is added when the list is next updated. •Road work for the Williston Road Crosswalks is nearly complete. The RRFBs are expected to be delivered in late September or Early October. They will be installed right after arrival to complete the project. •We continue to get requests from the public for traffic evaluation requests. I ask that the Bike/Ped Committee set aside an agenda item (~15 minutes for neighbors to talk about their requests) 3-4 times per year on a regular schedule. •A big thank you to Joel Klug for his service on the Committee as he steps down to relocate to be closer to family!! o The Committee will go back to 9 members since 2 people were appointed by Council this year to join. A quorum is again 5 members. 2 DRB Plan Reviews “Larkin Terrace” This application is a Master Plan application #MP-23-01 from John Larkin, Inc., which is tentatively described as an application to establish a master plan for an approximately 40 acre existing PUD consisting of 270 residential units in eight multi-family buildings, a 20,000 sf movie theater, a 22,500 sf restaurant/medical office building, and a 3,500 sf restaurant with drive through. The master plan includes four phases and consists of adding 92,105 sf of commercial space including a 110 room hotel, and 281 homes in multifamily and mixed-use buildings, 6 homes in two-family buildings, approximately 5 acres of programmed and passive open spaces, and extending a city street, 1185 Shelburne Road. “Farrell Estate” This application is a Master Plan sketch plan application #SD-23-12 from Allenwood Inn, LLC, which is tentatively described as an application for an existing approximately 105 acre lot developed with two single family homes and six unoccupied or accessory structures and approximately 1.8 miles of private roadways. The master plan consists of placing approximately 74 acres into permanent conservation, conveying approximately 1 acre to abutters, constructing 124 additional homes in buildings ranging from single family to twelve units on 28.25 acres, and creating approximately 1 mile of new City streets, 1195 Shelburne Road. Overarching Question from Planning & Zoning I think we’re particularly interested in how these two projects can provide a quality bike/ped connection between themselves and how they can tie into existing/proposed bike path networks (for example, we were talking about setting up their bike paths to facilitate a connection between those projects and Queen City Park Road and how that could sort of serve as a continuation of the Burlington Greenway vs. setting up their bike paths to facilitate a connection between these properties and Shelburne Road/Swift Street and how that might be more practical/functional for shopping and commuting). If the committee has any thoughts on that subject, we would be glad to hear those and relay them to the DRB.
