Wastewater Design Flow Calculations
Dear Tom,
The previously permitted Holiday Inn Redevelopment Project (“Project”), which consisted of the renovation of the
existing Holiday Inn building, a new hotel building and a Mixed-Use residential/commercial building (NDMF I), has
since undergone design changes. These changes include removal of the existing Holiday Inn Building and construction
of a new Mixed-Use Multi-Family Building (NDMF II). NDMF II will consist of 24 studio units, 16 1-bedroom Units, 12
2-bedroom units and 2,882 SF of restaurant space (75 seats total serving 3 meals a day). NDMF I and the Future
Hotel remain unchanged.
On behalf of the landowner, Champlain School Apartment Partnership, VHB is requesting a reduction of wastewater
allocation in the amount of 7,720 GPD for NDMF II (the existing Holiday Inn replacement). There are no changes
proposed for the previously permitted NDMF I and future Hotel.
Wastewater Demand
The newly proposed wastewater design flows for the proposed NDMF II (Holiday Inn replacement) building are
calculated below, followed by a table summarizing the previously permitted flows and proposed flows:

The previously allocated wastewater demand for this parcel based on tabulated-unitized flows from proposed uses is
55,487 GPD. The proposed wastewater demands for this parcel are 12,412 GPD for NDMF I, 11,120 GPD for NDMF II
and 24,235 GPD for the future hotel for a total combined demand of 47,767 GPD. This represents a decrease of -7,720
GPD.

Please see aƩached for a PDF calling out the different buildings with their requested water and sewer flows.
I believe the most recent preliminary allocaƟon leƩer the City issued was the 6/7/22 preliminary allocaƟon leƩer. Since
this Ɵme the breakdown of studio/1 bedroom units vs. 2 bedroom units for NDMF I were revised resulƟng in a total
wastewater flow for the development of 55,487 GPD. This is reflected in the aƩached WW Permit. A computaƟon can be

Hi Dan,
Can you send me a site plan that labels the different buildings and indicates the allocaƟon requested for each. We seem
to have changed the naming convenƟon since the last request, so I’d like to make sure the WW allocaƟon applicaƟon
shows the following buildings clearly:
NDMF I
NDMF II
Future Hotel
There have been enough iteraƟons of this plan that I think it would be difficult for someone to follow how these
allocaƟons were determined. A map would help clear this up.
Also, I’m not sure we have the same current approved total flow. I reviewed our records and see that the current
approved final allocaƟon from 3/14/22 is for a total of 53,485 GPD based on an 8/27/21 memo from VHB. I also see an
approved 6/7/22 preliminary allocaƟon that approved a total of 55,697 GPD based on a 5/25/22 memo from VHB.
However, my understanding is that this current request revises that preliminary allocaƟon request such that the total
allocaƟon for the property would now be 47,767 GPD, based on a 6/22/23 memo from VHB. The current memo states
that the approved allocaƟon is 55,487, but I’m not sure where that number comes from?

Has DPW and P&Z had the chance to review our request for preliminary water and sewer allocaƟon for NDMF II?
AƩached are the signed allocaƟon request applicaƟons submiƩed as part of the NDMF II applicaƟon back in June.
We’d like to proceed with our State WW permit submiƩal but will need the approved allocaƟon from the City prior to
doing so. Do you have an esƟmate of when this will be ready?
