The School District would like to build an outdoor basketball court on the east side of the high school building in an area formerly used for a winter skating rink. This location is behind the building and well away from adjacent properties. The school parcel lies in the Municipal Zoning District as well as in the Transit Overlay District and adjacent to the Traffic Overlay District. The intersection of I-189 and Dorset Street is also shown as a Major Intersection Zone in City Mapping. A habitat block, including the wooded and wetland area at the southeast corner of the school parcel is also indicated on City Maps. Soils in the area chosen for the basketball court are mapped as Adams and Windsor sandy loam, hydrologic soil group A. This area slopes to the east (<3%) before dropping down to a baseball field. The project area is currently maintained as lawn. Runoff from this side of the school drains south to a class II wetland. No trees or shrubs are present around the proposed court, and no landscaping is proposed (waiver requested). The new basketball court will be asphalt-surfaced, with outer dimensions of 56’ by 96’. Shallow swales will be installed along the north, west, and south sides to direct any runoff from upslope areas around the court. The asphalt surface of the court will be sloped toward a stone diaphragm and grass filter strip on the east side. A narrow infiltration area located east of the filter strip will control runoff from larger storm events. It is worth noting that surface soils are very sandy, so most runoff from the basketball court is expected to infiltrate through the stone diaphragm and filter strip. An application has been submitted to the VT Agency of Natural Resources for coverage under stormwater general permit 3-9050. Students at the school are expected to be the primary users of the court. As such, the court is not expected to generate additional peak-hour vehicle trips. Evening use will be limited by daylight hours since no exterior lighting is planned at the court. Given the location behind the school building, impacts to the surrounding area are expected to be minimal.
