HomeMy WebLinkAboutDraft Minutes - Affordable Housing Committee - 07/19/2023 Prepared on July 19, 2023 Next meeting: Wednesday, Aug, (TBD), 2023, 6:00 p.m., online and at City Hall AFFORDABLE HOUSING COMMITTEE July 19, 2023, 6:00 p.m., meeting held online and at City Hall Members attending: Janet Bellavance, Vince Bolduc, Emily Holt-Gosselin, Ariel Jensen-Vargas, Darrilyn Peters, Chris Trombly, Noah Hyman, Nora ; members absent: Tom Getz, Sandy Dooley Also present: Jessie Baker, City Manager, Kelsey Peterson (City Planner) City Councilor Meaghan Emery (CC liaison to AHC); and (public) Amy Allen, South Burlington resident. AGENDA 1. Approve agenda. Darrilyn moved to approve agenda, Vince seconded, all in favor 2. Elections: Chair– Vince nominated Chris, Darrilyn seconded. All approved. Janet nominated Darrilyn for vice chair. Vince seconded. All approved. Vince nominated Janet for clerk. Darrilyn seconded. All approved. Introductions for new committee members: Nora Senegal and Noah Hyman 3. Announcements and Public Comment: Arion Thiboumery and Amanda Hannaford explaining the Vermont Real Estate Cooperative which has fifty members. VREC is a cooperative business formed by Vermont residents to own and run commercial and residential property. They own and manage one property since 2001. Questions were asked and answered by Arion and Amanda. Meaghan Emery discussed recognizing John Simson for his long service on the AHC. Sandy recommended this. Sept 18th will be the CC mtg to acknowledge him and give a plaque. 4. Approve minutes from June 13, 2023 meeting Vince moved to approve. Darrilyn seconded. All approved 5. City Manager Update: Council voted to move forward at 575 Dorset St.property (line adjustment). School impact fees are now in effect. 6. *** Finalize feedback to the Planning Commission on the full draft of the City Plan 2024. Kelsey reviewed how/why to include input for plan and clarified some issues. Old plan was well over 200 pages, new Plan is 100 pages– goal was to make it much shorter and proactive and forward looking verses an encyclopedia of SB. Shifted focus from land use types to planning areas. Darrilyn mentioned that she did not see ADU’s mentions specifically in this plan. Noah mentioned that the legislature has discussed ADU’s extensively and he will share this info with us. Vince commented on the use of statistics. Vince objects to the line in the plan intro regarding overriding objective…lens of climate resiliency…Kelsey said this was recommended by the PC. Vince will offer this comment independently. Nora asked about open space and recreation/park areas for dense housing. Kelsey discussed amenities, parks, etc would be in the parks master plan process. Specific decisions left to the future planning process and where to target more parks and open space. Chis questioned having a Housing Master Plan or Housing Needs Assessment to help us collect and use data. Include in plan: update Housing Needs Assessment and Analysis under Housing Actions section. Chris wondered how language for Fair and Just was included in the housing section. Meaghan echoed that climate resilience means lifting up everybody. The ACH endorses the following comments to be submitted the PC: ● Change last sentence on page 16 to “homes from that era should be prioritized for weatherization, energy efficiency, and building materials.” ● Specifically include/mention ADU’s ● Include under Housing Action section: “Update Housing Needs Assessment and Analysis” ● Include language for Fair and Just transition in housing section 7. *** Discuss next steps for the FY24 workplan Jessie said that CC approved the AHC workplan. Chris asked if there were priorities from the CC. Jessie mentioned rental registry ordinance is being looked out now by CC and should be priorities as well as understand S-100 and its impact. Staff side will lead with some guidance first, then move to committee level. If it is on a plan in a committee, it will be on the shared work plan. 8. Adjourned at 8:05
