3) PUBLIC HEARING; 3-UNIT RESIDENTIAL BUILDING, WHITE AND
CHARLES STREETS
Michael Dugan proposes to add two townhouse units to an existing
single-family dwelling located on the northwest corner of White
Street and Charles Street, thereby creating a 3-unit residential
building. The existing dwelling is 1,512 square feet. The two
new units would be 1200 square feet each. All three units meet
minimum dwelling unit size requirements.
The property is bounded by a single -story duplex to the north, a
single-family residence to the south, White Street to the east
and Charles Street to the north. South of the site, towards
Patchen Road are mixed uses including single-family, commercial
and multi -family structures. The proposed project is consistent
with the character of the neighborhood.
The lot is zoned R-4; the proposed project is a permitted use.
Coverage/lot size/setbacks: Coverage and minimum lot size
requirements are met. Setback requirements are met with one
exception. The southeast corner of the existing garage is only
29 feet from the west property line along Charles Street. The
required setback is 30 feet.
Access/Circulation: Access will be provided by an 18 foot wide
curb cut on Charles Street. The existing curb cut on White
Street will be closed and converted to lawn. Circulation is
provided on the east side of the building.
Parking: The project requires 7 spaces and 7 spaces are shown on
the plan. Each unit has an attached one -space garage. The other
4 spaces are shown in an uncovered parking area in front of the
building.
Landscaping: The project requires $4,200 in new landscaping.
The landscaping plan shows new red oak, sugar maple, red maple,
white cedar, hawthorne, spruce, dogwood, juniper, burning bush
and other assorted shrubs. The plan meets the required value.
Three foot high planted berms are proposed along Charles Street.
Other: Chief Goddette recommended the proposed drive serving the
existing garage be 20 feet wide. At the 1/3/89 sketch plan
review, Planning Commission members agreed that 12 feet would be
adequate. At that time, Mr. Dugan was asked to amend the plan to
accommodate the following requests, each of which were addressed
in the revised plan dated January 9, 1989: 2) the location of
fire hydrants, and b) a 5 foot wide sidewalk along Charles
Street.

PLANNING COMMISSION 3 JANUARY 1989
The South Burlington Planning Commission held a regular
meeting on Tuesday, 3 January 1989, at 7:30 pm, in the
Conference Room, City Hall, 575 Dorset Street.
Members Present

1. Continue Site Plan Application of R.E.M. Development Co.
for construction of a 2520 sq. ft. building for an oil change
and tune up business, 1085 Shelburne Rd.
Mr. Jacob advised that the applicant wants to withdraw. Mr.
Weith said he instructed them to write a letter of
withdrawal.
Mr. Burgess moved to continue the site plan application of
R.E.M. Development until 10 January 1989. Mr. Belter
seconded. Motion passed unanimously.
2. Sketch plan application of Michael Dugan for construction
of a 3-unit residential building on a 20,909 sq. ft. parcel
located on the northwest corner of White and Charles Streets
Mr. Dugan said there is now a single family house with
attached garage on the lot. They will add 2 town house units
of 1200 sq. ft. each. They will close off the White Street
entrance and have the entrance on Charles Street. There will
be landscape berms 30 ft. back from the corners so as not to
obstruct views at the corner. There will also be landscape
berms to block headlights from going into the residential
units. There will be a 20 foot driveway. Mr. Weith noted
the Fire Chief has asked for 20 ft. in front of the garage.
Mr. Dugan said they plan on 12 ft. Members felt 12 ft. was
adequate. Members asked that the location of hydrants be
shown on the plan. The site will be sheet drained off the
parking lot. Mr Dugan noted the site is flat. The question
of sidewalks was raised. Mr. Jacob suggested asked for a
cash contribution for sidewalks which are needed elsewhere in
the area.
3. Discussion on Zoning in the Queen City Park Neighborhood
Mr. Blais said the Zoning Board has had an emphasis on
following the guidelines of the 5 criteria. This has created
a problem, especially in Queen City Park. while no one

Enclosed is the draft motion of approval for the proposed change
of use at 350 Dorset Street (old Alco Building). Stipulation #2
sets the maximum peak hour generation at 59 and gives review
responsibility to the zoning board.

Michael Dugan propose._- to add two units and renovate an e'vi.st.ing
house on the corner of White & Charles Street for a 3-unit town-
house complex.
At the 2/14/89 meeting, members approved the Preliminary Plat
application for the above project, with stipulations. Each of
the stipulations required to be satisfied prior to Final Plat
review have been addressed. These are:
1) Property surveyed by a licensed surveyor.
2) Approval by City Engineer of a site drainage plan.

RESOLUTION INC., LOT 2, GREEN TREE PARK, SHUNPIKE ROAD
Resolution Realty Partnership, Ltd. proposes to construct a two-
story, 27,500 square foot building for office/light manufactur-
ing/warehousing on a 3.76 acre lot (lot 2) in the Green Tree Park
industrial park subdivision. The property is bounded on the north
by GTP lot 3 and a single-family residence, on the east by Grego-
ry Drive , on the south by GTP lot 1, and on the west by Shunpike
Road. A single-family residence is located on the other side of
Shunpike Road directly west of the lot. The lot is zoned Indus-
trial -Commercial.

gravel base be at least 18 inches thick with a 3 inch bituminous
surface.
3. The plans are well done. I question the need for the reten-
tion pond since the area is so close to Muddy Brook, the dis-
charge point. Any quick runoff from the site will have an insig-
nificant impact on this brook.
5) I.B.S. CORPORATION. SPEAR STREET
These lots shall be served by the city sewer system which will
require the main to be extended up Deerfield Road. Plans for
this extension shall be furnished to the City for approval.

MOTION OF APPROVAL
I move the South Burlington Planning Commission approve the
Preliminary Plat application of Michael Dugan for construction of
a 3-unit residential condominium building on a 20,900 square
foot lot as depicted on a- plan titled "2-Unit Townhouse addition
for Jack Russell, 110 White Street, South Burlington, Vermont"
prepared by Michael Dugan, A.I.A., and dated 11/11/88, last
revised If-9789, with the following stipulations:
1. A $4,200, 3-year landscape bond shall be posted prior to
permit.
2. A sewer allocation of 900 gallons per day is granted for
the 2 additional units proposed for the site (existing
single-family home already has sewer allocation). The
applicant shall pay the $2.50 per gallon per day fee for
the 900 gpd allocation prior to permit.
3. The applicant shall pay a $200 per unit recreation fee
for the 2 additional units prior to permit.

4. The street r.o.w. limits M to the curb allows no room for
snow storage, a sign or water ikt off valves. This would force
the City to pick up and haul a3lof the snow away.

AND THE ONLY PROBLEM I SEE AT THIS TIME IS THE DRIVE
AREA BY THE EXISTING GARAGE ON THE LEFT MUST BE AT
LEAST 20' WIDE TO ALLOW SPACE NEEDED FOR EQUIPMENT
TO SET UP.
I ALSO REVIEWED THE PLAN WITH THE PLANNING OFFICER
AND MARKED THE PLAN WHAT SHOULD BE DONE TO CORRECT
THE PROBLEM.

1) 3-UNIT RESIDENTIAL BUILDING, WHITE CHAR-LES STREETS
Michael Dugan proposes to add two townhouse units --to an existing
single-family dwelling located on the northwest corner of White
Street and Charles Street, thereby creating a 3-unit residential
building. The existing dwelling is 1,512 square feet. The two
new units would be 1200 square feet each. All three units meet
minimum dwelling unit size requirements.
The property is bounded by a single -story duplex to the north, a
single-family residence to the south, White Street to the east
anti Charles Street to the north. South of the site, towards
Patchen Road are mixed uses including single-family, commercial
and multi -family structures. The proposed project is consistent
with the character of the neighborhood.
The lot is zoned R-4; the proposed project is a permitted use.
Coverage/lot size/setbacks: Coverage and minimum lot size
requirements are met. Setback requirements are met with one
exception. The southeast corner of the existing garage is only
28 feet from the west property line along Charles Street. The
required setback is 30 feet.
Access/Circulation: Access will be provided by an 18 foot wide
curb cut on Charles Street. The existing curb out on White
Street will be closed and converted to lawn. Circulation is
provided on the east side of the building.
Parking: The project requires 7 spaces and 7 spaces are shown on
the plan. Each unit has an attached one -space garage. The other
4 spaces are shown in an uncovered parking area in front, of t,hE
building.
