SOUTH BURLINGTON ECONOMIC DEVELOPMENT COMMITTEE
MINUTES of the Committee meeting on July 11, 2023 in Room 301 of City Hall, 180 Market
Street, South Burlington, in person and remotely.
Members present: Tom Bailey, John Burton and Charles Johnston attended all in person.
Michael Biama and new member Mike Scanlan attended remotely.
Members absent: Sriram “Srini” Srinivasan and Ken Linge
Others in attendance: Jessie Baker, City Manager, Ilona Blanchard, City Development Director
attended in person.
John Burton called the meeting to order at 5:30 PM and proceeded to address the items on the
agenda.
1. Welcome, agenda review and approval: The agenda was approved. Mike Scanlan was
acknowledged and welcomed as a new member.
2. Elect a Chair, Vice Chair and Clerk (current Chair will preside until this point): Tom
Bailey was elected as Chair and Charlie Johnston was elected Clerk. The position of Vice
Chair was left vacant for the time being.
3. Public Comments on items not on the agenda: There were no public comments.
4. Approval of minutes of June 12, 2023 meeting: The minutes were approved unanimously.
5. Finalize feedback to the Planning Commission on the full draft of the City Plan 2024:
The Committee members had a ranging discussion about the City Plan and especially
about the Economy section, including about child care. The City will be hosting
meetings to discuss the draft City Plan July 26th to August 2nd.
6. Childcare ARPA funding discussion. Since childcare had already been discussed, no
further discussion nor action was taken. Discussion pivoted to discuss making
recommendations to the City Council and developing an Economic Development Plan.
7. Adjournment: No other agenda items were considered. The meeting adjourned at 6:50
PM.
