The plans for Meadowland Lot 7 have been updated to include a new catch basin from Bowdoin St to the proposed
stormwater treatment. There is now a storm pipe that crosses an existing water line. Do you have any comments on
this?

Monika,
As Dave mentioned I sent a message to Aaron about our planned approach and have not heard back. Given the State is
closed today I probably will not have word back until tomorrow at the earliest. I am confident that this approach will
work for 9050 compliance, however. Attached I have provided an updated model that conforms to the latest plan
attached. The “DA_CB6” node represents the additional area routed into the system. All applicable criteria should still be
met. With the hearing this evening it would be great to get your approval on this. Please let me know if you have any

Thanks for sending this along. I discussed with Dave W. and generally we are okay with the idea of adding a catch basin
along Bowdoin St to capture impervious area from the street to site balance with the area not being captured on the
site.
Have you had any discussions with Aaron regarding the site balancing? Will this require the City to be a co-applicant for
the State permit?

Hi Monika-
I apologize as I was thinking that the solution for the mass balancing was on a different
part of the property.
What is inserted below is what Thomas and Andres had previously asked (as part of
the mass balancing approach, if we could regrade the Lot 7 east entry to allow runoff
from Bowdoin Street into the property. I am not comfortable with this as it would
require the lowering of the sidewalk in a manner inconsistent with City typical street
section standards.
The next question is whether a CB could be added on the east side of the sidewalk to
direct this flow from Bowdoin Street into the Lot 7 system. I am okay with this but this

needs to be worked through with the Stormwater Utility. Your
thoughts?

Thanks for forwarding along Thomas.
Dave, in a prior email you said that you have addressed the comment regarding the treatment of 2500 SF of impervious
at the southern entrance. I don’t see that on the site plan that was sent to me, but maybe I am missing something. Let
me know what is proposed for this area.
I also noticed that there are now two highlighted sections on the existing sidewalk and shared use path that seem to
indicate new impervious at both entrances. Is this just to indicate that the sidewalk will need to be replaced during
construction?

Monika was wondering how the remaining information for this application was coming
along?
This has gotten to a critical path as Staff is looking to advise the DRB on the sign-off by
the City Stormwater utility on this.
The additional capture and treatment of the 2,500 SF at the south entrance was
integrated into the site plan we sent on to Monika
Open items appear to include the O&M plan.
I have attached the EPSC Plans and supporting detail and narrative.

Dave,
Looping us together here so we can keep the remaining items together.
1. Monkia approved the 12” sand bed so good there
2. Monika asked for a 12” stone bed underneath the sand for the UD. Don’t see why that is such an issue but will
let you evaluate Dave.
3. Thomas sent a redline of an idea for collecting a part of the road to address Monika’s concern about the
untreated impervious area. We are waiting to hear back from you to make sure it can work.

Dave and I have discussed your response and agreed that if you discuss with the State and Aaron okays a 12” sand filter
bed for this design as opposed to 18”, then we are okay with that. The 12” filter bed should allow for a 12” stone layer
while meeting the requirement for 18” of cover denoted on the chamber details on Sheet C4.3.

Hi Andres,
Thank you for forwarding this along and providing more information on the proposed stormwater treatment practice
and consideration given for Tier II treatment. I have a few comments/questions on the current stormwater design,
bulleted below:
Impervious area treatment: There is approximately 2,500 SF of impervious surface that isn’t conveyed to the
proposed treatment system on the southwest corner of the project site. Are there any opportunities to provide
additional treatment through site balancing to offset the impacts of this untreated new impervious area? We
are presently evaluating a few options and will respond back shortly.
Sand filter: Per the VSMM, the underdrain for the sand filter should be in a 12” thick stone layer and the sand
filter layer should be extended to 18”. Based on some quick calculations, I think the grade of the western
parking area will need to be raised to ensure that the proposed chambers will then have the minimum 18” of
cover over them as shown on the detail sheet. Please note the VSMM allows for a 12” thick sand bed under the
“perimeter filter” variant. See 4.3.4.4. Because vertical depth is so constrained on this site placing the
underdrain at the bottom of the sand filter is the preferred option. Holes in the perforated drain can be
specified in the downward position such that the level of treatment will not be impacted and the full depth of
the sand filter can be utilized. Note DEC has approved several designs in this configuration.

Pretreatment: Just to confirm – will an isolator row be used for pretreatment? Correct
Detail Sheets: Please provide updated detail sheets for stormwater/site features Will be provided ASAP
EPSC: Please forward along updated EPSC plans/details for the proposed project. The most recent copy we have
are from November 2022. Will be provided ASAP
O&M Plan: Just a reminder that we will need this, as you stated in the previous email. Will be provided ASAP

Getting back in touch about the Meadowland Park Lot 7 project. You had inquired about a Tier II analysis for this site
given the latest treatment system was a subsurface sand filter with underdrain (Tier III). We have reassessed the site
using the Water Quality Practice Selection – Feasibility Considerations section of the 2017 VSMM to evaluate the
potential for incorporating a Tier II practice on this site. We evaluated open space areas on the project site including the
area to the west of the proposed parking lot adjacent to the wetland buffer, and the planter bed area adjacent to, and
east of, the building. Each of these areas we deemed not feasible for a Tier II surface feature. In the case of the open
space to the west of the parking lot, this area has historic fill and needs to be regraded for DEC wetlands. The area near
the building needs to be planted with trees and is not adequately large enough.
That had left us with the option of adding a subsurface Stormfilter system to our treatment train approach which has
been approved as Tier II in the 2017 VSMM as an Alternative Treatment Practice. The full WQv is treated via the sand
filter and then passes through the Stormfilter for polishing treatment.

The treatment system manages the full WQ and provides peak flow reduction for the 1, 10, and 25 year storm events.
I have attached the native model, drainage maps, and the site plan to this email. If this design is acceptable, I can
develop an O&M plan on Monday.
