SBWD Technical Review Comments SD-23-08, Park Road Area

South Burlington Water Department comments below.
1. When a pipe material is specifically noted on the approved project drawings, the contractor/developer
shall not have the option of utilizing any other pipe material. Bury depth shall be a minimum of 6’ and a
maximum of 8’.
2. All Ductile Iron pipe, hydrant barrel, and fittings for new water lines and appurtenances shall be installed
with V-Bio Enhanced Polyethylene Pipe encasement. See CWD Specifications for details.
3. Anchor tees (aka: Hydrant tees and Swivel tees) shall be Class 350 ductile iron, cement lined, conforming
to AWWA/ANSI C110/A21.10, C111/A21.11, and C104/A21.4. In lieu of Anchor tees, Mechanical Joint tees
may be used if a Foster Adaptor is used to secure the valve directly to the branch of the tee.
4. Mechanical joint restraints shall be either EBAA Iron MegaLug, Ford Uniflange Series 1400, Romac
RomaGrip, or approved equal.
5. Gate valves shall be Mueller, Kennedy, AFC, M&H or approved equal on water distribution mains and
Mueller, AFC, or approved equal on CWD Transmission mains.
6. Gate valve boxes located in roadways or sidewalks shall have one non-adjustable paving riser of a height
ranging from two-inches (2”) to four-inches (4”) as need to be brought to final pavement grade.
7. Curb boxes located in roadways or sidewalks shall be placed inside a gate valve box top section with
cover and brought to final pavement/concrete grade with one non-adjustable paving riser per #10 above.
8. V-Bio polyethylene encasement is required for all ferrous material installations underground. This
includes fittings for PVC and HDPE pipe.
9. Cor-Blue T-bolts and nuts are required for underground installations.
10. Tracer wire and termination box specifications are required for all plastic pipe.
11. The SBWD shall be notified in advance to inspect all mechanical joint fittings, main line taps,
appurtenances, thrust blocks, and water line crossings prior to occurrence of back filling.
12. Fire Hydrants shall be Kennedy K-81 D or Waterous Pacer and shall conform to AWWA C502. Note:
Waterous Pacer hydrants shall be installed with a Boston Operating Nut.

13. 4” Storz pumper nozzle connections are required on hydrants. Spring loaded hydrant flags and Storz
connections shall be installed before new lines are turned on by the Department.
14. Concrete thrust blocks shall be installed on caps, tees, hydrants and bends of 22.5 degrees and greater.
Thrust blocks shall be used in conjunction with “Mega-Lug” restraining glands or approved equal. Poured in
place thrust blocks shall be neatly formed with wooden side forms against undisturbed soil. Precast thrust blocks
shall be used behind fire hydrants.
15. CWD continues to allow for “approved equal” products but they shall be reviewed by the appropriate
CWD Division.
16. No parallel underground utility (ex. phone, electric, cable, gas) shall be designed or installed within four
feet (4’) of the water main from either side, or above the water main from the bottom of the main to finish grade.
Storm sewer and sanitary sewer separations are only as allowed in these specifications and the VT Water Supply
Rule. No building or structure shall be built above the water line or within the water line easement. All projects
that may cross or impact existing transmission or water distribution lines shall include the requirement to field
verify all water associated infrastructure that may be impacted.
17. Connections will only be permitted between the hours of 7:00am and 3:00pm on regular Champlain
Water District business days, except Fridays. All connections must be completed by 3:00pm; connections that
cannot be completed by 3:00pm may be suspended and completed the following business day. A suspended tap
may entail back filling the excavation until the following day. CWD personnel have the authority to suspend
connections that they deem cannot be completed within the time period stated above.
18. No water lines shall be installed after November 15 or before April 1 without prior approval of the
appropriate CWD Division. The appropriate CWD Division may restrict work before November 15 and after
April 1 during adverse weather conditions. CWD does not allow excavating for water mains during the winter
months except by special permission.
19. The applicant or project engineer shall be responsible for the submittal of test results to the appropriate
CWD Division. Submittal of all test results shall be required prior to the water main being placed into service.
20. Record drawings, prepared by a VT licensed Professional Engineer shall be provided to the SBWD in pdf.
and Auto-CAD format. Drawings shall include ties to all gate valves and curb stops to sub-meter accuracy.
21. A blasting and monitoring plan must be submitted to the SBWD and CWD prior to blasting for review
and comment. Andy damage to the nearby water infrastructure that is a result of blasting is the developers
responsibility to repair and their expense.
It is the responsibility of the contractor to be familiar with the CWD Specifications beyond what is included in this information.

Plan Specific Comments
Existing Conditions, Sheet 2.
The water line shown on Park Road has not yet been installed and will be necessary prior to construction of this
project. At the time of construction on Park Road, anchor tees and valves must be installed for this project’s water lines
since size on size taps are not permitted.
If possible, move the electric line to the other side of the road to prevent any interference with future water line or
appurtenance work.
The water lines for this project located outside the City ROW are considered private and shall not be owned by
the City. The proposed 10’ easement to the City of South Burlington shall only be fore access to the fire hydrant for
routine maintenance, access to all curb stops for routine maintenance and disconnections, and for the Water Department to
oversee repairs in accordance with conditions set forth in the City of South Burlington Water Ordinance.
This information is provided for information and engineering purposes. Per the Vermont Department of Public
Safety Division of Fire Safety, the current adopted code is the International Plumbing Code (IPC), 2015 Edition. The 2015
IPC requires 20 psi minimum for toilets (“water closet, tank, close coupled or one piece), which is the controlling factor
for establishing the minimum required pressure for internal plumbing (assuming the toilets do not have flushometer
valves). Site plans indicate that the preconstruction grades of the proposed homes range between 402’ and 429’. The
SBET low operating level is 515’, and the highest elevation in the City that can still provide 35psi is 435’. The upper
floors of some homes are likely to experience lower water pressures than what customers are accustomed to. Additional
data from the applicant will be required to confirm there are adequate pressures for second floor plumbing fixtures.
Furthermore, if residents intend to install water booster pump stations within the proposed units, approval must be
obtained by the Secretary in accordance with the VT Water Supply Rule.
Plan and Profile, Sheet 4.
The fire hydrant at the end of Trails Bend Drive should be directly attached to the end of the main, without a
bend. The hydrant isolation valve should be at least one full pipe length away from the hydrant. Ne service connections
can be installed between the hydrant isolation valve and the hydrant.
The hydrant isolation valve on the hydrant at the end of Brookfield Drive should be located on the water main
side of the road.
Landscape Plan, Sheet L1:
No plantings can be installed near (within 5’) water appurtenances including curb stops, gate valves and fire
hydrants. Plantings should not be placed over water mains whenever possible.
