HomeMy WebLinkAboutSD-23-10 - Supplemental - 0255 Kennedy Drive (36)VIA ELECTRONIC MAIL May 4, 2022 South Burlington Development Review Board C/O Ms. Marla Keene, Development Review Planner City of South Burlington 180 Market Street South Burlington, VT 05403 Re: Final Plat Review: Hillside at O’Brien Farm Lot 13 and Lot 15 of Phase I Master Plan Dear Board Members: The Applicant has reviewed the Staff Report for SD-22-05 dated May 4, 2022. This letter summarizes supplemental materials provided in response to that staff report for clarity. These materials may be referenced by the Applicant in discussing the staff report with the Board. We appreciate these materials being available at the hearing, and look forward to speaking with you. The specific materials included and a brief description of each follow: 1.Updated Digital Renderings: Please note, no digital renderings include the updated header and trim details we have provided to the Board for review, as we have not yet received feedback on that proposed change from the Board. a.Digital Rendering Aerial View. This updated Aerial view includes current site plan and roof top amenity changes. It also includes the updated metal screening provided on Kennedy Drive. b.Digital Rendering Kennedy Drive Intersection: This view is useful perspective as to what can be seen through landscaping proposed. c.Digital Rendering Kennedy Drive Elevation: This rendering was provided to give the Board an idea of what the building looks like from Kennedy Drive, looking directly at it. The grading and landscaping provide significant interest that the architectural elevations do not display. d.Digital Rendering Lot 13 Two Brothers Elevation: This view was provided to demonstrate the architecture and site planning as relevant to staff comment 7. e.Digital Rendering Two Brothers Crosswalk: This view was provided for more perspective on how a pedestrian experiences the Project walking along Kennedy. 2.Video of Pedestrian Experience: The Applicant has provided an MP4 video that travels from the Project main four-way intersection down the hill to Kennedy Drive, and proceeds toward the airport. This video is meant to provide a realistic experience as to how the project will be perceived by those passing in cars, on bikes, or on the recreation paths being built. In an effort to ensure all can view the file, we have 2 also posted it to YouTube. The link is https://youtu.be/3PTRuzCPEV4. This file can be viewed from your phone or tablet at any time. 3. Food Truck Amenity Area Comparison: We have attached a scaled PDF file showing the expansion in the size of the food truck area from our last submission to the current submission. The currently proposed size is 2,120 square feet. This is approximately 250 square feet larger than the preliminary plat conceptual sketch scaled to be. This information is provided to clarify staff note 2, and the text preceding it, which states that the area is smaller than the preliminary plat submission. There seemed to be some misunderstanding regarding the ability to use the area where the food truck parks when a food truck is not present. To account for this, we have moved the bollards to the outside of the food truck parking space, and made them removable type bollards. Please see the sketch for full details. 4. Landscape Budget with Construction Manager Estimate Notes: PC Construction who is the construction manager for this Project has completed a Design Development level estimate for the Project construction. In response to staff request that we substantiate our landscape costs, we asked them to annotate the landscape budget with their pricing. The annotated budget is provided. As noted, our former budget was actually quite a bit lower than the current market cost of the items included. We will be working with PC to incorporate their updated pricing into an updated landscape budget for submission once we confirm with the Board which items will be included in the budget. 5. Hillside Parking Island Areas: For the purpose of discussing the parking lot landscape islands, we have provided a plan that includes the area of each island on the plan. 6. Combined Lighting Plan: The applicant has updated the lighting plan. The lighting plan now includes property lines. Every fixture noted on the lighting plan has been numbered. The coordinates of the fixtures are included in a chart on the plan. The Z coordinate is the height of the fixture. Two building mounted fixtures proposed were causing hot spots noted in staff comment 4 and 5. Those fixtures have been removed and replaced with alternate fixtures. The Applicant believes that the plan is now fully compliant, and that the information requested for staff review is provided. We will look forward to that review. 7. Updated Exterior Building Mounted Fixture Sheets: We have provided a new PDF file that includes the updated exterior fixtures used in the updated lighting plan. This file also includes old fixtures that have not been changed, and can substitute the previously submitted file entirely. 8. Civil Plan C1.1 Open Space Plan: In context of discussion for staff comment 2, the Applicant is providing an open space plan that shows the open spaces currently proposed, in context of the open spaces included in the Master Plan. The Project is part of a Master Plan, and the size and sufficiency of open space was deliberated by the Board in granting the Master Plan. This overall plan provides the full context of the allocated open space for the Project. As shown, 9.1 acres of open space exist in the Master Plan for the benefit of the Project. 9. Civil Plan C2 Amenity Area Plan: Again in the context of staff comment 2, this plan is provided with the specific square footage of open space amenity areas provided specifically in the multi-family area. This plan is useful in that it provides square footages of each area shown on the overall master plan. In addition to the above plans and specific exhibits, the Applicant has also produced three focused presentations regarding aspects of the Project that have been the subject of most discussion and feedback in 3 staff comments. Specifically, these vignettes discuss architecture, exterior open spaces, and interior amenity spaces. The Applicant would suggest that the Board review these as they are concise representations of the Project goals for each. Lastly, the Applicant is providing a brief Project presentation that touches on these same aspects of the Project. This presentation is provided as a PowerPoint file, in the hope it can be opened during the hearing and presented to the board at the start. The PowerPoint format is needed so that the embedded video will play. We thank you as always for your time and consideration and look forward to the discussion this evening.
