Mr. Plumeau seconded. Motion passed unanimously. 5 Site Plan Application #SP-07-106 of Marlee-Bone, LLC, to amend a previously approved plan for an 1839 sq. ft. mixed use building. The amendment consists of 1) converting 406 sq. ft. of vacant space to general office, and 2) utilizing parking spaces at 31-33 Patchen Road to satisfy on -site parking requirements, 55 White Street: Ms.Clark noted this is the other part of the previous application. Staff had no issues. Mr. Farley moved to approve Site Plan Application #SP-07-106 of Marlee-Bone, LLC, subject to the stipulations in the draft motion. Mr. Knudsen seconded. Motion passed unanimously. 6. Sketch Plan Application #SD-07-81 of Wedgewood Development Co. for a planned unit development consisting of: 1) six duplexes (12 units) and 2) three single family lots, 232 Autumn Hill Road: Mr. Burke reviewed the history of this application. He said they had been to the DRB in March 2007 for 6 duplexes and 2 carriage units plus the existing Goldberg house. The zoning boundary between the NRP and NRT subzones is currently under review for a change that would allow for 2 single family lots in the mature tree growth area. Mr. Burke said they would like not to propose any separate park feature on the property. Mr. Burke also indicated that they will argue for something other than a cul de sac, possibly a T-intersection. There is a sidewalk planned on the entrance road to what is currently shown as a cul de sac. There would be no sidewalk on the spur road. Mr. Dinklage asked the applicant to seriously consider adding curbing and sidewalk on the road serving the duplexes because of potential future connections. Members agree they want curbs and sidewalks on that road. They also prefer a 24-foot road. Mr. Burke said he felt their stormwater plan could be accomplished either way. Mr. Jewitt indicated that he would be interested in the connection to the property to the north. He stressed that future use of Autumn Hill Road would have to be agreed upon by 4 property owners and the city. It would also have to meet concerns of the Fire Chief. Mr. Dinklage indicated that the property to the north should use Black Dog Drive. The landowner shall be responsible for the recording of this permit in the South Burlington Land Records -within thirty, (30) days of issuance of this permit and prior to the conveyance of any lot subject to the jurisdiction of this pen -nit. 1.5 By acceptance of this permit, the landowner agrees to allow representatives of the State of Vennnont access to the property covered by the pennit, at reasonable times, for the purpose of ascertaining compliance with the Vermont environmental and health statutes and regulations. 1.6 This permit may be revoked if it is detennined that the project does not comply with these rules. In issuing this permit, the Division has relied solely upon the licensed designer's certification that the design -related information submitted was true and correct and complies with the Vennont Wastewater System and Potable Water Supply Rules and the Vermont Water Supply Rules. Wastewater System and Potable Water Supply Permit WW-4-2982 Page 2 2.WATER SUPPLY 2.1 This project is approved for comiection to the South Burlington municipal water system as depicted on the approved plans. The project is approved for a maximum of 617 gallons of water per day. No changes to the water supply shall be allowed without prior review and approval by the Wastewater Management Division. 3.WASTEWATER DISPOSAL 3.1 This project is approved for connection to the South Burlington municipal wastewater treatment facility as depicted on the approved plans. The project is approved for a maximum of 548 gallons of wastewater per day. No changes to the wastewater disposal system shall be allowed without prior review and approval by the Wastewater Management Division. 3.2 This permit is based, in part, on a municipal approval for connection to their wastewater treatment facility. If the municipal approval expires, and the municipality files a written request with the Secretary, the Secretary will remove the sewage allocation for this project from the list of committed reserve capacity. If the municipal approval expires, this permit shall be invalid unless the municipality renews its approval and does not request that the Secretary remove the sewage allocation for this project from the list of committed reserve. Once the project is removed from the list of committed reserve capacity, a new permit must be issued for the project. An updated application form and an application fee will be required. The rules in effect at the time of the filing of the application for a new permit will be applied to the project. Laura Q. In stipulation �9, the words, "and that these be submitted for review and approval by the Planning Commission." should be deleted. It should also be noted that the Chairman voted nay on this motion. Air. Morency moved that the minutes of the South Burlington Planning Commission of March 22, April 5 & 12, 1977 be approved as amended. The motion was seconded by 14r. Ewing and passed unanimously. At this point the Chairman noted that there were too many items on the agenda to be able to deal with them all, and suggested that the Commission hear the items in the order in which they applied to the Commission, and that a special meeting be held on Thursday, May 5, 1977 to deal with items that cannot be covered tonight for lack of time. He suggested that the Commission deal with site plan reviews first. The Commissioners were in agreement with this. Site Ulan review of Bolton Real Estate, 55 White Street Charles Bolton gave a brief presentation and said that he had 10 parking spaces where his requirement was for only 8. In response to a question he said that he would like to keep the garage standing because it would be expensive to move it and it provides privacy at the back of the property. 2. PLANNING COMMISSION APRIL 26, 1977 He also said that he was planning to widen the pavement to improve the traffic area. Mr. w'oolery moved that the South Burlington Planning Commission approve the application of Bolton Real Estate, 55 White Street to maintain an office with the stipulations that: 1 2 I the additional paving be done if the use of the s k before the Planning Commission regarding the garage. The motion was seconded by Rr. Rozendaal and passed unanimously. Mr. Woolery then moved that the public hearing for the subdivision requested by Robert Auclair be terminated because the applicant failed to appear at 2 meetings. The Planning Commission denies the application. The motion was seconded by Mr. Yorency and passed unanimously. Site plan review of Commiunitv Bible Church. 2021 Williston Road Mr. John Aldrich showed the Commission what was being proposed. He said that they were planning to build a foyer and then a new church addition to the existing building. He said that the old church would become a meeting hall and that the addition would be a conventional church upstairs and have classrooms downstairs. The entrance to the parking lot would be moved to the other side of the house now existing on the property. This has been approved by the Highway Commission. He said that there was a lot of vegetation on the lot and asked that the Commission waive any further landscaping requirements. He said also that original plans for a turn- around in the front yard had been abandoned. The parking lot and drive are both gravel. Mr. Ewing asked if any traffic might cut across the lawn to get out, but Per. Aldrich said that the old drive would be grassed over and he thought it unlikely that anyone would do that. Mr. Wessel asked if they were going to protect the trees in the parking lot with railroad ties as Dick Ward had suggested and was told that they would. Mr. Woolery moved that the South Burlington Planning Commission approve the site Plan review of Community Bible Church with the following stipulations: 1) that the driveway be re -drawn on the nlan. It should not be the horseshoe shape as originally drawn. 2) that the Commission waive the additional landscaping requirements but that the existing vegetation be filed with the revised plans. 3) that the trees in the parking lot be protected in accordance with Dick Ward's memo of April 22, 1977. 4) that the access be in accordance with the City Engineer's requirements. The motion was seconded by Mr. Levesque and passed unanimously. MEMORANDUM TO: SOUTH BURLINGTON PLANNING COMMISSION FROM: RICHARD WARD, ZONING ADMINISTRATOR RE: BOLTON PROPERTY, WRITE STREET DATE: MARCH 30, 1977 Area is zoned Business Retail District. The proposed use "real estate office" is in conformance. Mr. Bolton's only improvement is the construction of a parking area within the rear yard, the base will be crushed stone. Entrance to parking area is presently paved. Parking area has existing screening, i.e. 10' cedar hedge and 6' basket weave fence. The structure, a single family dwelling, is nonconforming to dimensional requirements, which prevents any major alterations without prior approval of the Zoning Board of Adjustment. No bonding required, existing landscaping is adequate.
