HomeMy WebLinkAboutSP-23-024 RON Lighting - Decision - 1200 Airport Drive#SP-23-024 1 CITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING CITY OF BURLINGTON/BURLINGTON INTERNATIONAL AIRPORT 1200 AIRPORT DRIVE SITE PLAN REVIEW APPLICATION #SP-23-024 FINDINGS OF FACT AND DECISION City of Burlington/Burlington International Airport, hereinafter referred to as “applicant”, is seeking approval to amend a previously approved plan for an airport complex. The amendment consists of modifying the previously approved lighting plan in the area of the Remain Overnight parking apron, 1200 Airport Drive. Based on the plans and materials contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. City of Burlington/Burlington International Airport, hereinafter referred to as “applicant”, is seeking approval to amend a previously approved plan for an airport complex. The amendment consists of modifying the previously approved lighting plan in the area of the Remain Overnight parking apron, 1200 Airport Drive. 2. The owners of record of the subject property is City of Burlington/Burlington International Airport. 3. The project is located in the Airport District. 4. The application was received on June 8, 2023. 5. The plan submitted is sheet EL1.1, dated 11/16/2021 and prepared by Hoyle Tanner Associates, Inc. 6. The applicant received Development Review Board approval SP-20-023, and related zoning permit approval ZP-20-221, to construct the related Remain Overnight parking apron. 7. The applicant is proposing to replace the previously approved lighting plan, as represented by the photometric drawing and rendering included in the approved plan set for DRB site plan approval SP- 20-023. The replacement plan consists of three light fixtures, including two freestanding fixtures and one building mounted light fixture. ZONING DISTRICT STANDARDS: 6.02 Airport District D. Additional Standards (1) All applications for development within the AIR district involving new or expanded buildings or structures shall comply with the requirements of Section 13.03, Airport Approach Cones. The project is not located within an Airport Approach Cone. DIMENSIONAL REQUIREMENTS There are no changes to coverages proposed with this application. #SP-23-024 2 14.07 SITE PLAN REVIEW STANDARDS Only the standards below are affected by this application. All other standards will continue to be met. B. Site Design Features Lighting is governed by 13.07. The applicant has proposed three light fixtures to replace two previously approved light fixtures. The light fixtures are internal to the airport security fence. The building- mounted fixture and associated glare will be blocked by the building it is proposed to be mounted on. The pole mounted fixtures are not screened. The Administrative Officer finds that the pole mounted fixtures shall be pointed away from Airport Drive and shielded relative to Airport Drive (light emitting elements shall not be visible from Airport Drive). H. Utility Services Electrical services are proposed to be underground. The Administrative Officer finds this criterion met. I. Disposal of Wastes No solid waste handling facilities are associated with the elements of the airport operations addressed by this site plan. The Administrative Officer finds this criterion not applicable. DECISION Based on the above Findings of Fact, the Administrative Officer hereby approves site plan application #SP-22-002 of City of Burlington/Burlington International Airport, subject to the following conditions: 1. All previous approvals and stipulations which are not changed by this decision, will remain in full effect. 2. This project must be completed as shown on the plans submitted by the applicant, and on file in the South Burlington Department of Planning and Zoning. 3. The applicant must regularly maintain all stormwater treatment and conveyance infrastructure. 4. The administrative Officer concurrently issues Zoning Permit #ZP-23-225 5. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to use of the amended lighting fixtures. 6. Any change to the site plan shall require approval by the South Burlington Development Review Board or the Administrative Officer as allowed by the Land Development Regulations.
