Proposed PUD Preliminary and Final Plat Subdivision Application
Dear Ms. Keene:
Thank you for your patience and follow-up concerning the outstanding issues
associated with this application pending before the Development Review Board.
The additional items required to be added to the project beyond the original City
approval in 2008 has caused the project to exceed its authorized impervious
area contribution to the Meadowland Business Park Operational Stormwater
Permit. As such, we will need to undertake supplemental work to mitigate this
and will need additional time to determine what this will do to the project design.
We ask that a continuance of approximately three months be provided so
that we can facilitate the supplemental stormwater design and
authorization of the additional impervious areas with the State.
Although you have already boiled down the outstanding issues in your previous
email correspondence, we have taken this opportunity to provide a formal
response to the March 4, 2020 Staff Report action items. We have embedded
our responses within each comment for context.
2.Staff recommends the Board clarify whether the applicant is are asking for conditional use
approval for both proposed buildings,and if not,which they are requesting the approval for.Bothbuildings.
3.Staff recommends the Board require the applicant to apply for preliminary water and
wastewater allocation prior to the continued hearing.With the understanding that the State
has already issued a WW permit for the project,this has been initiated and will accept a
condition of approval that this must be issued prior to applying for a Zoning Permit.

4.Staff recommends the Board require the applicant to amend their plans to reflect a
maximum of 24 hours between final grading and placement of final stabilization measures,as
required in Article 16.This has been completed and the revised plans (C3.0 and C3.1)are
attached.
5.Staff recommends the Board review the above‐excerpted provisions of the LDRs.Staff
considers the LDRs require access between properties for the purpose of circulation and safety,
and restricting such access to emergencies only does not comply the requirements of the LDRs.
For further discussion.
6.Staff recommends the Board require the applicant to remove the proposed gate from the
plan.At such time as the Keller Williams property to the east is developed,the applicant has the
option to renew their request to install a gate.Acknowledged
7.Staff recommends the Board require the applicant to demonstrate compliance with the
turning request prior to closing the hearing,and considers the hydrant request can be a
condition of approval.Please find attached a WS-1 plan sheet showing the turning movements.
8.Staff recommends the Board discuss whether the applicant should locate the path in the
existing recreation path easement,or shift it towards the existing ROW and into the proposed
ROW when possible as they have done.This was discussed and the apparent agreement of the
Board was that the path could stay as proposed.
10.Staff recommends the Board require the applicant to comply with the comments of the
stormwater section prior to closing the hearing.Due to the additional items required to be
added beyond the original City approval in 2008 has caused the project to exceed its authorized

11.With regard to stormwater comment 4,Staff recommends the Board require the applicant
to clarify what off‐site improvements are needed for stormwater conveyance for this project.
The plans submitted,aside from a single stormwater management plan sheet,do not
show any off‐site improvements.Certain off‐site improvements may require separate site plan
approval.There are no off-site improvements required as they were all installed in 2008. The
plans were intended to provide guidance on where the stormwater was directed as part of the
master planned stormwater management approved by the City for the Meadowland Business
Park.
12.Staff recommends the Board discuss whether they accept the applicant’s request to provide
benches in lieu of trees and shrubs for $5,700 of their required minimum landscape value.It
appeared that the Board has agreed to include this site feature in the landscaping values.

13.Staff recommends the Board require the applicant to provide tree planting details and
specifications for review of the City Arborist prior to the continued hearing.This plan is attached
as the L101 Sheet.
14.Staff recommend the Board require compliance with long term bicycle parking requirements
as a condition of approval.This is acceptable.
15.Staff has requested State review of the proposed addresses and may have an update at thetimeofthehearing.If not,Staff recommends the Board require the applicant to coordinate withStaffonaddressespriortoapplicationforazoningpermit.Here’s the recommendation from the
State on addresses:
1.What is labeled on the site plan as 34, I would call that 80 Mansfield View Ln
2.What is labeled on the site plan as 36, I would call that 82 Mansfield View Ln These
revised addresses have been integrated into the plans
