In accordance with site plan application #SP-22-056 Findings of Fact and Decision (FFD) dated May 1st, 2023
for the BETA campus parking lot, we’re providing a digital pdf version of the approved final plan set. Plans have been revised and exhibits been provided to show the following revisions established by the FFD:
a. Identify the hydrant that was supposed to be at the NNE corner of the Beta/Continental hangar
interface.
See revised sheet CW-300 – WATER AND SEWER UTILITY PLAN showing the location of the proposed hydrant. This hydrant will be installed as part of the BTV South Apron project.
b. Demonstrate that the parking plan can accommodate the circulation of a 1990 WB-40 non
articulating truck.
Stantec has modified the curbline radii in the parking lot to accommodate a 1990 WB-40 non
articulating truck and this is depicted on the plans sheets provided. Stantec had a meeting with the South Burlington Fire Department (SBFD) on April 11, 2023 where they used their AASHTO turning
templates on a paper copy of our plan to confirm compliance with the rule. We received confirmation that our modifications were acceptable on 4/14/2023. The email and applicable attachments stating
SBFD approval have been included as exhibit 015_SBFD TURNING MOVEMENT COORDINATION.
c. Identify all EV charging locations and demonstrate that those locations have been coordinated
with the Fire Marshal.
Stantec shared drawings with SBFD via email on February 17, 2023 that demonstrated the disconnect will be greater then 10’ from the nearest EV charging station. The coordination between SBFD has
been provided as exhibit 016_SBFD EV CHARGER COORDINATION.
d. Include specs for the installation of Silva Cells.
Silva cell specifications were provided on February 22, 2023 via exhibit 010_Siliva Cell and Soil and remains unchanged. This is being resubmitted as part of this package.
e. Include specs for the landscape islands in which trees are proposed to be planted, demonstrating
soil replacement or amendment to a depth of 1.5 – 2 feet.
Specifications for the landscape islands were provided on February 22, 2023 via exhibit 010_SILIVA
CELL AND SOIL and remains unchanged. This is being resubmitted as part of this package.

In response to comment 2. below we have modified the curblines to accommodate an SU-40 as confirmed at our meeting
on 4/11/2023. See attached. We further modified the two curb lines you had mentioned by pulling them in an additional 2’.

staff to finalize our DRB approval.

Thank you for taking a moment to discuss the BETA campus parking application with me. See responses to your
comments below.
1. As FMO reviewed the site plan we are not seeing the hydrant that is required as part of the Beta Production phase 1. It
was supposed to be at the NNE corner of the Beta/Continental hangar interface listed as icon B‐2 on sheet #2. This

hydrant is critical for the fire protection plan for the new production facility (there will be another included in Production
bldg. #2). Hydrant is shown on the revised site plan attached.
2. The drive through sections and throats of the parking plan has to allow a 1990 WB‐40 non articulating truck to
circulate through without hitting non mountable curbs, tree branches, or vehicles with bike racks mounted on the trailer
hitches. These are everyday challenges in tight parking areas for FD Access. I’ve sketched out two potential routes for a
fire truck to fight car fires. We’ll run autoturn to confirm and share with you ahead of our hearing next Wednesday. If you
have any further input, please don’t hesitate to reach out.
3. If there are going to be EV chargers they will need to be coordinated with our office for shutoff locations in case of Li
fires incidents so the charging station can be de‐energized. I’ve confirmed via the attached drawings that the disconnect
will be greater then 10’ from the nearest EV charging station. This is from the electrical engineer in response to your
comment: “We have a panelboard located right out at the EV chargers that the chargers could be disconnected at. There
is a disconnect switch located at the panelboard that should be locked in the closed position. We can provide a Knox box
with a key for the disconnect lock that the fire department can access right at the equipment. They can use that
disconnect switch to disconnect the power to all the chargers.”
