SUBJECT: #SD-23-07 600 Spear Street Final Plat Comments

The purpose of this memo is to provide technical review comments on the compliance of the proposed
34-unit development at 600 Spear Street. Comments are based on the plans and materials submitted
up to April 18, 2023. These comments are those from various City departments and do not include a
comprehensive review of the Land Development Regulations.
Comments of Department of Public Works
1. The applicant is informed, and understands, that this pump station and force main will remain
privately owned. The city will not take responsibility for a force main that runs under the interstate.
2. The applicant must coordinate with CWD and the City of South Burlington to design a connection to
the path on Spear street that meets ADA standards and reasonably accommodates the CWD
transmission main in this location.
3. Anywhere a path or sidewalk ends at a curb and goes into a street or parking lot, there needs to be a
detectable warning surface. These are missing at:
o The path crossing the north-south “New City Street”
o The northern terminus of the sidewalk on the east side of the north-south street (I can’t tell
if there is a tip down here so if there isn’t, the detectable warning surface isn’t needed)
4. The path on the north side of the east-west “New City Street” should be shown as continuing
through the driveway.
5. It’s not clear what the proposed condition is but there should be tip downs and detectable warning
surfaces near the hatched areas next to handicap accessible parking spaces.
Comments of Water Department
1. Plans must include a note stating: “All water lines and appurtenances shall be installed in
accordance with the Champlain Water District Specifications and Details for the Installation of Water
Lines and Appurtenances, current edition.”
2. Record Drawings prepared by a VT licensed Professional Engineer shall be provided to the South
Burlington Water Department in pdf. and Auto-CAD format. Drawings shall include ties to all gate
valves and curb stops to sub-meter accuracy.
3. Refer to and specify CWD Specifications for C-900 installation requirements including the installation
of a tracing wire with independent termination boxes. All ferrous materials incorporated in the
installation of the PVC pipe shall be polyethylene encased.
4. Refer to CWD Specifications and Details for Service line and curb stop information and correct
details accordingly.

5. Suggest installing bollards at each 4” Flushing hydrant for protection.
6. Service lines less than 4” shall be copper up to the curb stop. CTS may be used beyond the curb stop
into the building.
7. Install 8”x4” reducer and 4” gate valve, all fostered to southern line cross.
8. Install 4” gate valve on water line to 4” flushing hydrants just past last service connections.
9. Maintain minimum 18” separation between water services and mains and wastewater lines at
points of crossings.
Additional comments are provided directly on Sheet C3-02, attached.
Comments of City Arborist
1. Recommend moving trees along the entry road and parking lot farther off the road/parking lot to
provide more rooting area(the further the better)
2. White Pine is not a good choice along the parking area, particularly if planted that close to
pavement. Susceptible to salt damage, prone to limb breakage as the trees mature
3. Some of the Asiatic hybrid elms are superior to ‘Princeton’ Elm in terms of improved structure and
less susceptibility to disease pressure. Accolade, Triumph, Regal and New Horizon are some
examples
4. Planting Detail-specify the use of webbing straps instead of wire in garden hose for staking
Comments of Stormwater Section
1. Sheet C3-03: Pipe from DMH 5 to Gravel Wetland 4 conflicts with solar field fence. Please ensure
clear access to entire length of pipe for future maintenance.
2. Sheet C8-402:
a. Gravel wetland detail: 6” perforated subdrain is called out as wrapped in fabric. Please
remove fabric detail to minimize clogging.
b. Perforated riser detail: please provide justification for fabric around perforated riser.
3. Greater than 50% of the existing on-site impervious is being redeveloped. Under Section
13.05.3.b of the LDRs, the City requires all on-site impervious be treated if redevelopment or
reconstruction exceeds 50% of the existing impervious. Please provide treatment for the
entirety of the on-site impervious.
4. Please provide HydroCAD model and modeling results for review.
5. EPSC: please consider using the footprints of the gravel wetlands as temporary sediment basins
during construction.
Comments of Fire Department
1. Provide pavement marking and signage plan, including no parking signs on east west segment of
public road.
Comments on Site
1. The areas on the plat add up to 8.62 acres, while the existing acreage is indicated on the plan as
8.63 acres. Please provide a table of lot areas, building, and lot coverages, existing and
proposed. Table on subdivision application is for existing coverages only, and site plan
application information is not filled out.
