Welcome, Emergency Exit and Virtual Meeting Instructions, Gratitude –Havaleh (6:00 PM) a. Gratitude for 80-degree weather tomorrow! b. Grateful for all people who came ahead of us on the committee and City that got into all the nitty gritty of getting infrastructure in. So many details. c. Tyler Barnes new Bike Ped Committee City Council Liaison. Erica read email from him. 2. Changes or additions to the agenda –Havaleh (6:03PM) a. None 3. Comments from the public not related to the agenda–Havaleh (6:05PM) a. None 4. Consideration of minutes from March 8, 2023–Havaleh (6:10PM) a. Edits from Bob b. Havaleh motion to approve as amended c. Joel seconded d. Vote - All in favor 5. Kennedy Drive Lighting Presentation/Discussion – Kim Molloy (WSP) (5:45 PM) a. Kim Molloy – Lighting Engineer at WSP with Russell Goettel - Lighting Designer with WSP b. Kim and Russell gave presentation from packet c. Nic asked how high a normal pole is for street lighting and also thinks snow shedding is a major consideration we need to take into consideration for solar d. All options have some variability if needed, just make them similar in this proposal to be able to compare accurately. e. Nic asked if the poles would be on “building” side of path? f. Yes – To avoid vehicles jumping the curb and impacting the poles and would be good for being away from snow clearing and salt corrosion g. Havaleh - Concern about snow throwers on solar panels h. Doug - Also concern about graffiti on pole wrapped panels i. Bob asked if all fixtures would have a similar 20-year life j. Russell – Yes, LED fixtures have a very long life k. Doug – Battery replacement would need to be considered. They fail quicker. l. Russell – 10 years would be standard warranty. Believe it covers everything. m. Joel asked about lighting levels for solar versus wired 2 n. Amanda would like to have an understanding of what the potential replacement would be, whether its able to be replaced in parts instead of entire pole. o. Russell – Usually it’s the electronics or driver that wears out first and usually they are serviceable and replaceable too. p. Joel – Worried about the length of autonomy and that 48 hours may not be enough. q. Havaleh asked what the committee’s input was needed. Who is the ultimate decider? r. Erica – Noted that committee would discuss and decide on preferred alternative but ultimate decision would be by others. This could also set the standard for the future installation at other locations. s. Havaleh would like to hear from other communities who have these about the solar and these exact fixtures. Could we contact them to ask? t. Erica – Maybe the committee could decide on preferred solar and wired so they could continue to research with a narrowed focus u. Havaleh – Really need to assess what is actually a better for the environment. Solar might not be based on a lot of other components v. Doug agreed. Solar have production impacts and take some time to just make up for the impact of the actual making of the panels w. Joel asked about the level of illumination throw on the ground based on the images x. Havaleh would like to hear from Donna y. Russell noted that all of the shown examples can handle northern climates and temperatures for batteries etc. Others that didn’t make the cut weren’t included. z. Amanda – Suggested eliminating option 6 because it had the most backlighting. It also required the most poles and could be very jarring to have lots of poles. Visual pollution. These are more natural areas so fewer poles would have a better blend and minimal design. aa. Russell – Gardco fixture was best for being the furthest apart and is not very decorative. They do have good distances between poles, even with the closest poles at 85ft. bb. Joel – Asked about fixture style for spread and how it shines down or out. cc. Bob noted the lower cost would give more money to use for maintenance of solar. Reiterated what Havaleh said about having another municipality giving a real reference on how they work. Could the light be dimmed after midnight. dd. Joel – Maybe the motion activation could be for dimming purposes ee. Doug asked where the battery is located. ff. Russell – Some under panel, some in pole gg. Erica – Could we get a comment from the committee on which ones NOT to pursue? hh. Someone asked how large the panel would be on 1? ii. Amanda liked the more aesthetically pleasing version as the industrial version could look bad in the line. jj. Marshall asked if option 2 would be nixed because of panel concerns? kk. Nic asked how far the panels may go down. If not, they would be OK. ll. Havaleh would be concerned if panels went all the way down because of damage and graffiti. 3 mm. Doug asked about Ligman’s battery life nn. Russell thinks its likely because the Ligman has the panel above the fixture. Went through the cutsheets oo. Havaleh asked for us to make a call on which ones we don’t like pp. Doug asked if the Kim Ouro comes in solar? qq. Russell said that they could ask if Kim could do solar version rr. Everyone likes the Kim Ouro but could go for solar ss. Havaleh – For the solared it seems we would like to explore at least option 2 but have concerns about the possible damage to panels. tt. Joel preferred wired due to solar and snow concerns uu. Marshall agrees that getting feedback from another municipality could be worthwhile. vv. Nic – Thinks it’s important to consider the total life cycle of solar with batteries and solar production ww. Erica will research that xx. Russell noted that there could be a wired option that connects to a centralized solar location instead of every pole. yy. Havaleh thanked the consultants for their presentation 6. City Updates – Erica (6:45 PM) a. Read updates from packet b. Presentations to City Council next week i. ARPA funding request – Only request made ii. Traffic Request Evaluation Guidance Manual (update of prior manual) – Presenting process. Would have 10-minute block in Bike Ped Committee to review requests that were made. iii. Amanda asked for clarification of what goes through this process c. Erica continued presentation d. Dana asked why the price of line striping was so much cheaper. e. Erica – Unknown but could be because of scale. Contractor out of Mass. f. Nic asked if there was an idea of timing g. Erica – Will likely be in the early season, not later in the season. h. Working through path repair spreadsheet and painting i. Bob asked how much an RRFB is now days j. Erica - About $14-15K for a set but there are other costs associated with the install too k. Nic asked about Hinesburg Rd RRFBs. l. Erica – Have had discussions recently but need funding m. Bob confirmed that there was 60K in the CIP already a couple of years ago. n. Erica noted that we can simply apply for a state 11-11 permit for enhancement of existing crosswalks so much easier process than the original permit. Will continue. o. Dorset St Signals update – Full replacement of all traffic equipment to bring up to standard. p. Bob asked who would be doing the work. q. Erica – Consultants, not City staff although they would be there to help 4 r. Doug asked why signals failed on Dorset recently. s. Erica – Power failure. New upgrade will allow being able to plug into generator t. Amanda asked about Dorset/Market St intersection. Lots of challenges. Will this be fixed or do we need to wait for mall redevelopment. u. Erica – Not changing the lanes etc. now. Peds will get distinct phase. Would leave all signals for 30 days before making any timing adjustments v. Haveleh – The light response time for some is super long for pedestrians w. Nic asked if Williston@Dorset lane alignment would happen soon x. Erica – Yes, this year after Holiday Inn change their driveway. Should be 2 weeks after that. y. Nic asked about Williston@Kennedy lane alignment z. Erica did not know about it but will ask Paul aa. Bob asked about Allen Road bb. Erica – Got grant to scope lower Allen Road for 50K. Originally was a larger ask that was very long range but they pulled it back so we could do the scoping first. cc. Bob asked about grant programs and timing. 7. Review plan for May bike month event- Havaleh (7:00 PM) a. Havaleh – Opportunity to do learn to bike event. Could rent Local Motion trailer with balance bikes which doesn’t come with helmets. Could do May 13. b. Amanda – Could be hard for it being Mother’s Day weekend. c. Havaleh – Could do ebike riding in June for SoBu Nite Out still. Need volunteers. Donna could help. Call for volunteers. d. Nic – Poster downstairs of library doing bike maintenance workshop on May 20th. Could just help promote that. e. Amanda – Could put more effort into Safe Routes to School for Fall based on Local Motion scheduling. f. Nic – Announced that RMCS has been doing some great work with a new bike ped committee. Mrs. McDonald is going to be the RMCS Champion and working with Local Motion. 8. Speed Enforcement Cameras Discussion – Doug (7:20 PM) a. Doug has been reading and got email from Chief Burke about history of speed camera discussions. Was concern for privacy. Noted 85th percentile was 63MPH in a 45-50MPH speed zone. Understand that no speeding tickets are issued in SB. Speed camera study done for VT legislature in 2022 done by VTRANS for speed cameras in work zones. Was tabled in Legislature. Well done study. Any community can put out a speed camera for use of public safety and send them a notice. Could have meeting with Chief Burke to discuss cameras and/or enforcement. All ties into how the state would not reduce the speed on Hinesburg Road. b. Erica noted that it could be on certain corridors such as Dorset St or Spear St, instead of State Highway to start. c. Doug thought we could partner with Shelburne since our roads connect so much. 5 d. Havaleh summarized that its possible by state statute and that the next step would be to discuss with Chief Burke on a pilot. Would need to then find out costs. Could make postcard have a story on it about people who had been killed. Sharing stories would make the biggest impact. e. Erica will reach out to Chief Burke to see if they could join in May or June. 9. Updates Ongoing Committee/Liaison Work: (7:40 PM) a. Chair updates – Havaleh i. Will send out article for Bike Month to committee to review and provide direct comments back to her. Focused around getting out and riding b. DRB Update – i. Bob – No update. Meeting next week that he will not attend. Away for a month so may be good for someone else to monitor that c. DPW/Safety – Bob, Dana, Amanda, Doug i. Bob will send out copy of maintenance workbook. Only thing that really needs working on is crosswalks. Asking folks to go out and update as they can. ii. Dana – Crosswalk analysis is super large with over 140 entries. iii. Erica – Can have neighborhood level of detail. Can be generalized to say something like “All of Butler Farms needs attention”. Doesn’t need to be each one. d. Bike Friendly Community Planning/Greenway progress – Nic i. Key component is Prouty Parkway RRFB. Excited to keep that moving. ii. Nic to connect with Tuttle principal to talk about project. Will continue working on it as available. e. Communications/Outreach/Other paper articles – Donna i. Not discussed f. Mapping – Amanda, Nic i. Discussed below g. Signs – Nic, Donna, Dana i.
