I am receipt of your letter dated October 19, 2001 and offer the following.
Verizon New England Inc., formerly New England Telephone and Telegraph Company
secured a permit to build a telecommunications site at 1200 Airport Road in 1991. It is our policy
to design projects by forecasting growth trends for seven to ten years. It is also our practice to
use the most current technology available in our industry.
In the past six months, we have received service requests for three new residential
developments in the area and additional line growth requests. The facilities at this site are
exhausted. In addition, our technology has changed, which is common in the telecommunications
industry. An additional cabinet is required at this site to accommodate current and future service
requests. It will also allow us to use the latest technology so that we may provide enhanced
services to meet our customer's demands.

be attending the meeting on November 6th and will be prepared to answer any questions the board

Overview:
Site plan and conditional use applications #SP-01-76 #CU-01-43 of Verizon New England, Inc. to amend
a previously approved site plan to include a one (1) six foot (6') tall cabinet on a 9'x 12' concrete pad.
Issues:
Before Board reviews an amended plan, the Board must decide if the amended plan produces an
impact on the site. 1f so they must find that you ,justify your amendments by one of the following
criteria
■ Changes in factual or regulatory circumstances beyond the control of a permittee

Ms. Sorenson showed the current overall plan which will ultimately involve 10-11 acres. She
indicated that this request is an alteration of grade to add a berm. The maximum height would be
5 ft. in 2 locations. The berm is needed because of wind issues.
Mr. Belair said there are no problems with the request.
Mr. Boucher moved to approve Application #CU-01-13 of Vermont Community Botanical
Garden subject to the conditions in the draft motion of 15 May 2001. Ms. Quimby
seconded. Motion passed unanimously.
6. Public Hearing: Application #CU-01-10 of Independent Wireless One Leased Realty

Mr. Poncetto, representing Independent Wireless, said the equipment is for people using wireless
digital delephones. He showed pictures of the location with antennas. The height of the building
will be extended by 6 ft. 10 inches.
Mr. Belair said there are no issues with the request.
Mr. Boucher moved to approve Application #CU-01-10 and Site Plan Application #SP-01-
20 of Independent Wireless One Leased Realty Corporation subject to the conditions in the
draft motion of 15 May 2001. Ms. Quimby seconded. Motion passed unanimously.
8. Public Hearing: Final Plat Application #SD-01-25 of Lowe's Home Centers, Inc, to
amend a nine building planned unit development on a 38.9 acre lot consisting of 188,077 sq.
ft. of shopping center use, a 55,000 sq. ft. supermarket, a 95 room hotel, and a 3585 sq. ft.
bank with drive -through service. The amendment consists of modifications to the Lowe's
site plan consisting of. 1) correcting size of the three vestibules, 2) allowing the gabled
portion of the building to exceed the height limit by 10 feet to a heightof 50.1 ft. above pre -
construction grade, 3) adding sidewalk display areas, 4) adding a 10 ft. high sound wall, 5)

2. Report on recent site plan decisions issued by the Director of Planning & Zoning:
a. Site plan application #SP-01-56 of South Burlington School District to amend a
previously approved site plan for two schools totaling 167,000 sq. ft. The amend-
ment consists of: 1) adding eleven parking spaces, and 2) minor circulation
alterations, 550 Dorset St. Approved.
b. Site Plan application #SP-01-51 of the Humane Society of Chittenden County to
amend a previously approved site plan for a 10,704 sq. ft. building for kennel use.
The amendment consists of: 1) reducing the size of the structure from 10,740 sq. ft.
To 10,250 sq. ft., 2) adding a cement walk, and 3) adding a gravel exercise area,
633 Queen City Park Road. Approved.
Flft piim iljipll—I IMP-01-48 of the City of Burlington to amend a previously
approved site plan for an 110,565 sq. ft. airport terminal. The amendment consists
of: 1) adding a 347 sq. ft. elevator tower to the terminal structure, 2) adding a 918.5
sq. ft. covered walkway to the terminal structure, and 3) expanding the north end
aircraft ramp, 1200 Airport Drive. Approved.
No issues were raised.
3. Continued Public Hearing: Preliminary Plat application #SD-01-34 of Daniel & Leo O'Brien, DBA
Forest Park Realty Corp. and The O'Brien Family Limited Partnership for a 101 unit planned
residential development and a six lot subdivision, Hinesburg Road and Kennedy Drive:
Mr. Belair distributed a memo from David Roberts, Transportation Planner of the MPO regarding their
review of the O'Brien's Traffic Impact Study.
Mr. Dinklage noted that the Board has received a letter from the President of the Wellesley Grove Owner's
Association. He indicated that their concerns will be addressed by the Board.
Mr. O'Brien said they have made a minor change to move the proposed town park closer to Hinesburg
Road and increase it in size by % an acre. This will enhance the aesthetics.

MOTION OF APPROVAL
INDEPENDENT WIRELESS— CONDITIONAL USE APPLICATION, 1200 AIRPORT
DRIVE
I move the South Burlington Development Review Board approve site plan application #SP-
01-20 and conditional use application #CU-01-10 of Independent Wireless One Leased
Realty Corporation seeking conditional use approval from Section 26.05 of the South
Burlington Zoning Regulations. Request is for permission to install six (6)
telecommunication antennas on an observation deck to extend 54 feet 4 inches above the
existing grade, 1200 Airport Drive, as depicted on a six (6) page set of plans, page one
entitled `Burlington International Airport Observation Tower Deck Elevation", with a
stamped received date of 5111/01, with the following stipulations:
1) All previous approvals and stipulations which are not superseded by this approval
shall remain in effect.
2) The applicant shall obtain a Certificate of Occupancy/Compliance from the
Administrative Officer prior to the use of the antennas.
3) The applicant shall obtain a zoning permit within six (6) months pursuant to Section
27.302 of the Zoning Regulations or this approval is null and void.
4) Any change to the site plan shall require approval by the South Burlington
Development Review Board.

6. Continued Site Plan application #SP-99-72 of Burlington International
Airport to construct a 25,165 sq. ft. addition to an existing 85,400 sq. ft.
Airport terminal, 1200 Airport Drive:
Mr. Ringwald said they had discovered where the right-of-way line is so most of the
proposed landscaping is not in the right-of-way. They will relocate any landscaping that
is in the row.
In order to address some of the shortfall in the landscaping budget, they will put in some
low shrubs at the north end of the Airport.
Mr. Weith said there is still a $4100-4200 shortfall. Staff recommends more landscaping
at the north end, perhaps dwarf trees. Mr. Ringwald said there are height restrictions.
Anything up to the height of the fence they are willing to do.
They are not proposing a sign on the stone wall. They will take this up with the City
Council.
Mr. O'Rourke moved the Development Review Board approve the site plan
application #SP-99-72 of Burlington International Airport to construct a 25,165 sq.
ft. addition to an existing 85,400 sq. ft. airport terminal, 1200 Airport Drive, as
depicted on a four page set of plans, page one entitled "Burlington International
Airport South Terminal Expansion Project," prepared by Edwards and Kelcey,
dated 10/23/99, with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this
approval shall remain in effect.
2. The site plans shall be revised to show the changes listed below and shall
require approval of the Director of Planning & Zoning. Three copies of the
approved revised site plans shall be submitted to the Director of Planning &
Zoning prior to permit issuance.
a. The landscape plan for the north end of the airport property shall be
revised to show an additional $4180 in new landscaping, including
dwarf trees.
b. The landscape plan shall be revised to remove the sign from the
proposed stone wall.
c. The site plan shall be revised to show the sewer service line for the
terminal facility.

CONDITIONAL USE & SITE PLAN APPLICATIONS,1200 AIRPORT DRIVE
The applicant is seeking conditional use and site plan approval to install six (6)
telecommunication antennas on an observation deck to extend 54 feet 4 inches above the
existing grade, 1200 Airport Drive. The Development Review Board last approved the site
plan for this property on February 15, 2000 (minutes enclosed).
The property is located in the Airport District. It is bounded on the south by Williston Road,
on the west by Airport Drive, on the north by National Guard Drive, and on the east by the
Town of Williston.
Conditional Use Criteria:
The proposed use complies with the stated purpose of the Airport District to "allow airport
uses, support facilities, and other specified uses that may directly relate to airport
operations."
The proposed use will not adversely affect:
a) the capacity of existing or planned community facilities. No affect expected.
b) the character of the area affected. No adverse affect is expected.
c) traffic on roads or highways in the vicinity. The proposed use is not expected to impact
traffic.
d) bylaws in effect. The proposal is in conformance with the zoning regulations.
e) utilization of renewable energy resources. There is no utilization of renewable energy
resources to be affected.
f) general public health and welfare. No adverse affect expected.

the height to which the antenna extends above it, be advised that the roof height is 471/2 feet
above ground level, and the IWO antenna extends 6 feet 10 inches above the roof. For your
information, there are two existing whip antennas located on the roof, each of which extend 20
feet above the roof. There is also FAA lighting equipment which extends 7 feet above the roof.

terminal, 1200 Airport Drive.
Overview:
This project will add a cellular antenna to the existing tower.
Issues.
■ The plans should be revised to note the height of the existing tower and the proposed height of
the tower.
Completeness of Plan:
The applicant has submitted insufficient information for Development Review Board to consider the
conditional use application at the May 15, 2001 meeting. Additional information must be submitted no
latter than April 17 in order for this application to be considered by the Development Review Board.
Recommendation:
