South Burlington Public Art Committee
Approved Minutes 04/18/2023
In Attendance:
Committee Members: Penne Tompkins (Chair), Amanda Holland (Vice chair), Jean
Sebastien Chaulot, Sophia Babbitt, John Killacky, Trice Stratmann
Council Liaison: Tim Barritt
Staff: Ilona Blanchard
Public: None
Meeting was called to order at 5:36 PM.
Jean moved to approve the minutes from 3/21. Amanda seconded. Approved
unanimously.
City Water Towers
Tim brought up the idea that the committee consider recommending that the water
tower(s) on Dorset Street be painted with a mural. This generated a lot of discussion.
Suggestion to ask Michele for public art examples around the state to figure out the
cost.
ACTION: Penne/John volunteered to work with Ilona to have an internal meeting with
Public Works to discuss how to best liaison with the water department to commission art
for the 2 water towers.
FOLLOW-UP: PAC to ask the City Council for multi-year funds in CIP for FY24/25,
FY25/26, and FY26/27
New show in gallery
The next show will open Monday, June 5th.
Comprehensive Plan Input- Next Phase
Ilona provided a brief overview of the Comprehensive Plan purpose. The plan guides
how the City prioritizes work flow and projects, including staff time. It sets goals for the
City. It is also used to apply for grants, permits, etc. This section on Culture will guide
the next 7 years of the city’s investments in culture.
The committee discussed the section which included a history of the City and how it is
organized. Ilona mentioned that City has two 2 historic signs on Williston Road - Al’s
French Fries and Swiss Host Motel.
- PAC asked if the draft is just a Narrative? What is the structure with respect to
objectives and strategies?
ACTION: Ilona to check with Kelsey on process, suggestions, objectives, strategies.
ACTION: PAC to send all comments to Penne as suggestions.
FY 23-24 Work Plan
PAC updated, reviewed and provided feedback to the work plan.
ACTION: PAC to read through the work plan, provide suggestions, and approve at the
next meeting.
Potential Hubbard Recreation location for new public art piece
Ilona reported that the site had been recommended by Parks and Rec and Public Works
staff and had been presented to the Parks and Recreation Committee. Construction to
take place in Summer 2024.
ACTION: PAC to make a recommendation to the City Council at the next meeting.
Williston Streetscape & Garden Street projects
1-1.5 years until construction. PAC to start to look at, think about artists involved.
These projects are in City Center and funding for them would come our of their budgets.
ACTION: Ilona will present the Garden Street and Williston Road project maps for
discussion at the next meeting.
