Date:April 14, 2023 Re:Lakewood Commons – Building F Project-Generated Traffic TCE was asked to consider the traffic impacts on converting the formerly retail “Building F” in the Lakewood Commons development into a 70-student daycare facility. Lakewood Commons is a Planned Unit Development (PUD) with a mix of professional office and service uses located on the west side of Shelburne Road in South Burlington, Vermont. This memo outlines the project-generated traffic for the site compared to the maximum traffic budget for the site, per the South Burlington Land Development Regulations (LDRs). Project Access/Location Direct access from Shelburne Road is via an existing driveway, which is currently restricted to ingress only. All traffic exiting the project onto Shelburne Road (considered a high-volume roadway) must do so via Lewis Road and Holmes Road, which intersects Shelburne Road to the south of the project and is controlled by a traffic signal. Traffic Budget – Lakewood Commons The original Lakewood Commons complex was permitted for and occupied approximately 48,000 sq. ft. of office space and a 150-seat restaurant. The Traffic Study and subsequent addenda for that project identified this as generating 160 PM Peak Hour trips. Page 2 of 3 1233 Shelburne Road TCE Project #23-031 4/14/2023 2 Project-Generated Traffic The PM peak hour trip generation from existing uses on site was calculated using current ITE Trip Generation rates for the existing office spaces (Buildings A, C, D, and E) on site, and a locally developed trip generation rate for the Eagles Club (Building B). ITE does not have a good, standard category for the use operating out of Building B – which is the Eagles Club. The ITE use that would match is 591- Lodge/Fraternal Organization. However, the rate identified for this use is based on a study of 1 site surveyed in 1977 in California, with on-site facilities including a clubhouse with 3 dining rooms, tennis courts, swimming pool, etc. It would not be appropriate to use this study as a good comparison for the existing site. For that reason, the observed traffic volume is a better indicator of existing traffic for this site. The Eagles Club, the Moose Lodge on Williston Road in South Burlington, the Elks Club on North Avenue in Burlington, and the St. Johns Club on Central Ave in Burlington were observed for the one-week period from 1/9/17 to 1/13/17 to determine a local trip-generation rate. The traffic volumes had a strong correlation to the building square footage, with the average rate being 5.25 trips per 1,000 SQ FT. Proposed project-generated traffic was calculated using the average rate for Daycare Center (Land Use 565) published in the ITE Trip Generation Manual, 11th Edition. At 0.79 trips per student, a 70-student daycare center estimated to generate 56 PM peak hour trips, on average. Converting the Building F retail space from “retail” to “daycare center” would result in PUD-generated traffic of 127 PM peak hour trips. The traffic volume for each the ITE theoretical volume and the observed traffic volume is summarized in the table below. Lakewood Commons traffic must egress to Shelburne Road via a signalized intersection. The traffic budget for the Lakewood Commons parcel, based on prior approvals, is 160 PM peak hour trips. The proposed PM peak hour trip generation does not exceed the allocated budget. Based on the the egress traffic being required to use the existing traffic signal at the Holmes Road/Shelburne Road intersection, the project is not anticipated to have an undue adverse impact on traffic.
