Meeting Minutes 1/24/23

Committee Members: Penne Tompkins (Chair), Amanda Holland (Vice Chair), Jean Sebastien
Chaulot, Trice Stratmann, Sophia Babbitt and John Killacky
Ilona Blanchard (staff, non-voting)
Public: none
Meeting was called to order at 6:03 pm.
Trice moved to approve minutes from 12/13/22, John seconds. Approved unanimously.
Chair Report:
Penne initiated discussion of the upcoming Art Gallery opening, showing Marvin Fishman’s
work.
John questioned the density of work hanging, he thought it all was too close together. Ilona
spoke with gallery director Jessica Manley, her response was that it is a public/community
gallery. She works with the artists hanging the show and likes to include them in how they see
the work installed.
It was suggested the committee meet with the gallery director Jessica soon to discuss the new
show and check in with her about the current process. This should happen at the next meeting.
The ARPA Funds request for 50,000 will not be discussed until April 2023.
Engagement with the DRB was discussed concerning future projects.
It was suggested we contact Marla to see how the committee can work at a regulation level, so
the committee is more engaged with the decision process. Should it even be a committee role?
Penne and John will be contacting her to see how we should proceed.
The current City Comprehensive Plan is in public process. Joe Segali is the facilitator.
11 meetings are scheduled for public input. Public Art is being grouped with Dogs and Parks &
Rec., scheduled for 2/14/23, at 7:00 room 301 City Hall. The public needs to be encouraged to
attend this meeting, to give their input about how we can build community through the Arts.
Suggested key topics.
A) How should art be included in new development?
B) What is the global vision of the state of Arts for SB?
C) Broad recommendations that can be used to create specific goals.
D) How can SB build its current presence and make our community more culturally rich?
E) Inclusion, sense of place, wellbeing and belonging.
F) The SBPA Cultural Plan?
Penne will contact Kelsey who will contact Joe regarding suggesting using D) as a prompt. Ilona
will reach out to artists and organizations that she has contacts for, and recommends that
committee members post the two questions (Penne to provide) on FPF. Amanda suggested
outreach to other art organizations. John suggested committee members reach out to SB
artists, producers and consumers that they know.
Staff Report:
Site recommendation for the Clay/Lo sculpture is located on Shelburne Rd., on public land
between cemetery and road. John suggested a site visit with artists and cemetery sexton to see
where the art could be located on this land before 2/21/23, perhaps at noon. Ilona will talk to
artists about this space before visit.
Ilona gave the committee a short version of her presentation about the upcoming bond vote on
(4) remaining projects to be funded with Tif district financing.
This included an explanation about how TIF Districts enable the use of taxes to be collected on
growth for future public infrastructure projects.
The City Council did not include our request for an additional 5,000 for the selection of new
public art in the budget. After discussion, the committee has decided to put a hold on all new
art installations until we are able to get more money. Penne suggested we apply for the
Animating Arts Grant. We should do this ahead of time due.
To Do:
1) Meet with Marla and Kelsey about SBPA involvement in future private development
projects.
2) Review questions for Comprehensive Plan.
3) Draft blurb to encourage public to attend Comprehensive Plan, 2/13/23 meeting.
4) John will be available to meet with the Artist on Shelburne Rd.
5) Ilona to set up meeting for the public art committee, the artists, and the cemetery
sextons to visit the site.
6) Invite Jessica to February meeting, to discuss gallery update and future proposals.
Next meeting Tuesday February 21.
