Hi Tom, Adam,
We had a chance to review your comments on the BETA Campus parking application and offer the following responses
and have provided the requested information. Please review what we have provided and if you have any questions,
please don’t hesitate to reach out. If you’re good with our responses, please respond to that effect as backup to provide to
P&Z.
1. Please confirm that the applicant’s intent is for both Valley Road and DaVinci Drive to remain private. Confirmed.
2. Please confirm that the applicant’s intent is to maintain ownership of all trails (referred to as rec path on sheet L‐000).
Confirmed.
3. What is the trail material? Bituminous Asphalt Pavement
4. Please confirm that the applicant’s intent is to maintain ownership of wastewaterpump stations and force mains.
Confirmed.
5. Sheet C‐202A shows an existing abandoned force main. Is this line capped on private property or at Williston Road?
Please provide some history on this line, if available. Plan is to have this cut, capped and abandoned at the Right‐of‐way
once the system gets switched over to the new pump station. Spring 2023.
6. Sheet C‐102 – Due to the amount of line work in the area, the work proposed on Williston Road is difficult to decipher.
Please provide a zoomed in sheet showing these areas. Plans and details attached. See sheets CR‐104 and CR‐105 (page 4
and 5) for zoomed in area. These were reviewed and approved by VTrans.
7. Provide a detail for the widening of Williston Road. Specifically, I’d like to understand where pavement will be added /
replaced. My assumption is that Williston Road will receive a new top coat of pavement from curb to curb within the
project limits (i.e. the area where it is being widened). Also provide details on line‐striping materials proposed. Plans and
details attached. See sheet CR‐101 (page 1) for typical section. Your assumption is correct, new topcoat curb to curb.
8. The applicant is reminded that they will need a ROW permit to work in any City owned ROW. If working in a section of
Williston Road that is owned by VTrans, the applicant is reminded that they will need an 1111 permit from VTrans. The
portion of Williston Road ROW impacted by this application is a State highway. There is no City owned ROW involved
with this project. Section 1111 was issued on 09/02/22. We had our preconstruction meeting with VTrans on February 3,

2023 to review the conditions of the section 1111 permits in preparation to begin work in March. This work remains
unchanged from the previously approved SD‐21‐28 application.
9. The applicant is proposing new sidewalk in the Williston Road ROW owned by the State of Vermont. On‐going
maintenance of this sidewalk will likely be a condition of the 1111 permit. The proposed sidewalk does not connect to any
existing sidewalk that is maintained by the City. We support the construction of this new sidewalk infrastructure, but the
applicant must agree to maintain it until such time as it connects to the City’s existing sidewalk network. Alternatively,
the applicant can
connect the proposed sidewalk to the City’s existing sidewalk further to the west on Williston Road (near 2026 Williston
Road). Once this connection is made, the City will maintain the sidewalk. The applicant agrees to maintain the sidewalk
until such time a connection is made.
10. Provide a detail for the wastewater connection at the intersection of Valley and Williston Road. Attached is the
wastewater connection application provided to Betsy Brown on 9/15/2022 that includes a detail.
11. Please provide a detail for the bus shelter. Foundation detail is in the attached plan set, sheet CR‐102 (page 2). See
Enseicom Bus Shelter cut sheets attached.
