PROJECT DESCRIPTION
Site plan application #SP-22-020 of Neagley & Chase Construction to construct a 12,840 sf contractor or
building trade facility with supporting parking and infrastructure improvements, 39 Bowdoin St. This
project was initially warned as a site plan application to construct a significantly larger office building
with an associated storage yard but has been modified since the Board first heard this item on June 7,
2022. This application was continued from the June 21, 2022 meeting and then comprehensively revised
following a wetland delineation that found the wetland to be larger than previously thought. As a result,
the applicant revised their plans in order to maintain compliance with all applicable wetland and
wetland buffer regulations.
CONTEXT
The Development Review Board held public hearings on June 7, 2022; June 21, 2022; October 6, 2022;
and November 15, 2022. The Board continued the hearing to December 20, 2022, for the limited
purpose of addressing the proposed landscaping plan and landscaping budget. The applicant has
provided a final construction cost estimate for the project and a revised landscaping budget for the
Board’s review, which Staff has included in the packet along with the most recent iteration of the
landscaping plan. The revised landscaping plan meets the minimum landscaping budget, as calculated
using the final construction cost estimate. The revised landscaping plan contains all of the same
elements as the previous landscaping plan and includes additional landscaping elements in and around
the site amenity area, including perennials, ornamental grasses, and groundcover plantings. Staff
recommends the Board review the revised landscaping plan and discuss whether they consider it to
meet the standards for site amenity landscaping. Under the assumption that the Board will find the
revised landscaping plan to be approvable, Staff has created a draft decision for this application. Staff
considers there to be no other items requiring the Board’s discussion and recommends the Board close
the hearing after providing an opportunity for public comment.
