Re: DPW Updates to Bicycle and Pedestrian Committee
Since our committee meeting on March 8, 2023, I have the following updates to report on behalf of Public
Works and City staff:
• The Multi-Site Crosswalks Study Report has been finalized and posted on the CCRPC website here:
Multi-Site Crosswalk Assessment Final Report (ccrpcvt.org)
• The Construction Bid documents for the Williston Road Crosswalks have been released. Bids will
be received until April 21, 2023.
• The Transportation Climate Action Implementation Plan team has launched our Community
Questionnaire and it will be open for responses until April 15, 2023.
• Conceptual Plans for the Spear Street shared use path from Swift Street to the UVM Forestry
Building and existing path (along Spear Street and I-189) are underway and are targeted to be
submitted to VTrans for review in May.
• Planning for spring and summer maintenance is underway and being coordinated with the SBBPC
Safety working group’s striping and maintenance recommendations.
o The FY23 bike/ped maintenance budget line item has been used already so path
maintenance will not begin until FY24 (July 2023).
o Striping of fog lines/bike lanes and crosswalks will begin in the coming months.
• Planning for construction of the crosswalk with RRFBs near Jaycee Park is underway and the
RRFBs have been ordered. This will be completed in FY23.
• Dorset Street Signals construction will begin on May 1st, starting in the middle of the corridor.
Work at the Kennedy Drive/I-189 intersection will start after school closes for the summer to
mitigate pedestrian crossing safety and traffic concerns.

Path Lighting Presentation -
Bike/Ped Committee

Scope:
WSP has been asked to explore lighting improvements to better serve the needs of
bicyclists and pedestrians using the multi-use path that runs parallel to Kennedy

Initial “Ballpark” Cost Estimate:
•Similar recent wired installation priced at $7K per pole, equipment
only. Solar assembly adds 40-50% to pole cost, approximately $10K
per pole.
•Solar alternatives claim 80% less installation cost (no wiring,
conduit, or trenching). $7K wired versus $1.5K solar.
•Total cost of wired installation $14K versus $11.5K solar
Ongoing Costs
•Solar installation has no utility cost. Wired fixtures approximately
$14 per fixture per year.
•Both have incidental maintenance over ~20-year life
