HomeMy WebLinkAboutMinutes - Public Art Selection Committee - 02/21/2023South Burlington Public Art Committee Approved Minutes 02/21/2023 In Attendance:  Committee Members:Penne Tompkins (Chair),Amanda Holland (Vice chair),Jean Sebastien Chaulot,Sophia Babbitt,and John Killacky Staff:Ilona Blanchard Public:N/A Meeting was called to order at 6:02 PM. Sophia moved to approve the minutes from 1/24.John seconded.Approved unanimously. One shift to the agenda to move up the Development public art review,discussion and possible recommendation.Revised 303 Market Street Submission.The PAC reviewed the newest proposal by the Artist,Anne-Mary Beauregard. Penne entertained a motion for the PAC to write a response to the DRB: Thank you for this opportunity to review the work.PAC understands we do not have a final decision as to the approval.Our committee came to a consensus with a vote that we cannot endorse the proposed work as public art although it is an improvement to the prior submittal.In looking at our public art criteria,these pieces do not align with our public art objectives.We would not select it as being competitive within the artist merit category as the innovation and originality is not clear.We are also not convinced the work offers deep public engagement and interaction (under the public quality of the work).It was difficult to access additional information about the artist's body of work to better understand the quality of their work. Sophia seconded.Approved unanimously. Andrew Rowe from Snyder Homes joined the meeting at 6:50 (John left).Andy Advised the 303 Market St is technically not public art -this is not going back to the DRB for approval.Andy asked about future budget and PAC involvements. Other Business:Confirm next meeting date:March 21,2023 –discuss earlier start? Jessica Manley joined the meeting at 7:04 PM.She advised that the Marvin show ends March 15th -but will extend his show until 3/22.Jessica is waiting for SBSD to advise a date when they would like to use/install space (ETA early June).The PAC reviewed the proposed Spring (May 22 -June ?)exhibition of Linda Finklestein plus three other artists to be featured. Action:PAC to approve at the next meeting. John returned to the meeting at 7:11 PM. Comprehensive Plan –Summarize main input points from committee members with respect to public art/culture,taking into account public input received.Penne entertained a motion to draft the language for the Council,have 2 PAC members review and send to Chelesea by Friday,2/24: Importance of public art as a shared public resource as we move to multifamily majority community.Comprehensive cultural integration into our schools, parks,libraries,community center – It would be great to understand what type of cultural offerings,celebrations and that they are in all of our neighborhoods (not just some).If we think of inclusive,vibrant,and equitable City,art is an organizing principle to achieve this vision. With our new bridge we will have an opportunity to be a City of color and vibrancy.It creates a brand that distinguishes us from our neighboring communities. Incorporating art/culture into bus/transit/bicycling facility is an opportunity to carry the design and intent of the bridge into the larger community. Create goals that we can and do measure. Invest in a comprehensive cultural plan and implement it. John seconded.Approved unanimously. Action:John to expand and polish the above language,and send it to Penne for final review before Friday’s submission. Sophia signed off at 7:34 PM.
