PROJECT DESCRIPTION
Remanded master plan application #MP-21-02A of Beta Air, LLC for a planned unit development on five
lots developed with a quarry, a mixed commercial building, a warehouse, a contractor yard, and a RV
sales, service, and repair facility. The master plan includes combining the five lots, resulting in one lot of
747.92 acres, and consists of a 344,000 sf manufacturing and office building, a 37,800 sf office and retail
building, a 15,600 commercial building, and a 85,000 sf flight instruction and airport use building on
40.43 acres of the resulting airport lot, 3070 Williston Road.
COMMENTS
The Board began review of this project on February 22, 2023. Due to time constraints and due to a
number of items that required deliberation, the Board continued the hearing to March 7, 2023. Staff
has summarized the status of the red highlighted comments for Board discussion below. The remainder
of the packet for this item is unchanged from the February 22, 2023 hearing.
Comment #1 pertaining to master plan submission requirements: The Board and applicant agreed to
return to this comment after making a first pass through the remainder of the report.
Comment #2 pertaining to functional and aesthetic integration of development with the surrounding
neighborhood: The Board and applicant agreed to return to this comment after making a first pass
through the remainder of the report.
Comment #4 pertaining to standards ensuring coordinated development: The Board and applicant
agreed to return to this comment after making a first pass through the remainder of the report.
Comment #5 pertaining to responsibility for executing the master plan: The Board and applicant agreed
to return to this comment after making a first pass through the remainder of the report.
Comment #6 pertaining to vesting of the master plan: The Board and applicant agreed to return to this
comment after making a first pass through the remainder of the report. Staff considers this comment is
largely for the Board’s deliberation and recommends the Board give the opportunity to provide any
additional testimony if they feel it necessary, and otherwise consider vesting in deliberations.
Discussion of PUD Type on Page 10: Staff recommends the Board discuss this in deliberation and then
provide feedback to the applicant at the hearing.
Comment #11 pertaining to compatibility between existing buildings to remain and proposed buildings:
The Board and applicant agreed to return to this comment after making a first pass through the
remainder of the report.
Comment #15 pertaining to consolidation of the red and green buildings into one phase: Staff
recommends the Board discuss this in deliberation and then provide feedback to the applicant at the
hearing.
Comment #16 pertaining to responsibility for executing the master plan: Staff recommends the Board
discuss this in deliberation and then provide feedback to the applicant at the hearing.
RECOMMENDATION
Staff recommends that the Board deliberate on the above-indicated points, and, at the hearing, review the
indicated comments and any additional outstanding items the Board identifies in their deliberation with the
applicant and close the hearing.
