Yeah, it very well may be feasible, but there just isn’t a lot of detail in the master plan as far as grading and drainage
infrastructure goes, so I would just be concerned with areas closer to Williston Road.

Thanks Dave. Reading between the lines, you’re thinking there might be a problem somewhere? If it’s just a general
comment without any particular impetus, I’m ok with saying they have to do that on a phase by phase basis, but if
you’re thinking it’s likely to not work, I’d like to see them resolve it before master plan approval.

My only comment would be that generally speaking, the applicant should confirm that it is feasible to route all new or
redeveloped impervious areas to stormwater treatment practices.

Hi folks,
The DRB approved master plan application #MP-21-02 of Beta in March of 2022, with the condition that they not
construct the parking between the building and the street until a “liner” building was constructed or the regulations
changed to allow the parking to be located to the front. Beta then appealed the permit to environmental court. The
City changed its rules, and the Ecourt remanded the decision to the DRB, stating that it could be reviewed under the
current rules which now include an exception for parking to be located to the front. The revisions to the rules are,
however, much more extensive than just that and now require a more robust submission for master plan, focusing on
creating a set of parameters that will result in consistent development within the master plan area.
The applicant has now submitted the required materials for review under the updated regulations, and the project will
be reviewed by the DRB on Wednesday February 22. The actual site layout is not proposed to change from what was
approved in March 2022 (and reviewed by you), but they have submitted a robust application narrative with the
required proposals for how they will ensure the master plan is consistent throughout.
I don’t expect you to have much for comments, but if you would like to provide any, you are absolutely welcome to do
so. I anticipate the applicant will try to bully the Board into a perfunctory review, but the rules are significantly changed
and I will do my best to ensure an appropriately thoughtful process.
Please provide comments, if any, by Tuesday February 14. I will be publishing my report the next day. Keep in mind
this is just the master plan, and details will be provided on a site by site basis as they move forward with each phase.
Project description:
Remanded master plan application #MP-21-02A of Beta Air, LLC for a planned unit development on five lots developed
with a quarry, a mixed commercial building, a warehouse, a contractor yard, and a RV sales, service, and repair
facility. The master plan includes combining the five lots, resulting in one lot of 747.92 acres, and consists of a 344,000
sf manufacturing and office building, a 37,800 sf office and retail building, a 15,600 commercial building, and a 85,000 sf
flight instruction and airport use building on 40.43 acres of the resulting airport lot, 3070 Williston Road.
