SITE PLAN APPLICATION #SP-22-059
FINDINGS OF FACT AND DECISION
John R. Cole, hereinafter referred to as the applicant, is seeking approval to amend a previously
approved plan for a 16,577 sf 2-story motel and associated in-ground pool and parking area. The
amendment consists of the demolition of the existing in-ground pool, 1860 Shelburne Road.
Based on the plans and materials contained in the document file for this application, the Administrative
Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking approval to amend a previously approved plan for a 16,577 sf 2-story motel
and associated in-ground pool and parking area. The amendment consists of the demolition of the
existing in-ground pool, 1860 Shelburne Road.
2. The owner of record of the subject property is Kalsang GGT.
3. The subject property is located in the Allen Road Zoning District, the Transit Overlay District, and the
Traffic Overlay District, Zone 1.
4. The application was received on February 9, 2023.
5. The plans submitted consist of one proposed conditions plan entitled ‘GGT Motel Site Plan’,
prepared by John Cole on February 16, 2023.
A) ZONING DISTRICT & DIMENSIONAL REQUIREMENTS
Setbacks, Coverages & Lot Dimensions
The applicant is proposing to demolish the pool and to seed the area, turning the pool and pool deck
into a grass lawn. The proposed site plan amendment will decrease the impervious surface coverage on
the property from 43.8% to 40.1% and increase the distance of the front yard building setback from 75
feet to 125 feet. No changes affecting compliance with these standards are proposed.
13.03 Bicycle Parking and Storage
Table 13-3 specifies the minimum number of short-term bicycle parking spaces for a hotel/motel
use to be 1 per 5,000 square feet GFA. The existing hotel/motel building is 16,577 sf, requiring 4
bicycle parking spaces. The applicant is proposing to install two ‘inverted U’-style bike racks, which
can accommodate 4 bicycles, and will adhere to the design guidelines laid out in Section
13.03.B(2) of the LDRs. The location of the proposed bike parking spaces is shown on the site plan.
As such, the Administrative Officer finds this criterion met.
13.04.B(7) Snow Storage

Per Section 13.04(B)(7), “snow storage areas must be specified and located in an area that
minimizes the potential for erosion and contaminated runoff into any adjacent or nearby surface
water.” The snow storage area is indicated on the site plan. The Administrative Officer find this
criterion met.
13.07 Exterior Lighting
Per Section 13.07.A, exterior lighting “shall have such shielding as will direct the light downward
and will prevent the source of light from being visible from any adjacent residential property or
street”. There are no lighting impacts proposed as part of this application.
14.07 Disposal of Wastes
Per Section 14.07.I, dumpsters “shall be accessible, secure and properly screened with opaque
fencing to ensure that trash and debris do not escape the enclosure(s)”. The existing dumpster is
not screened. The applicant is proposing a 6-foot tall wooden fence that will have a lockable gate
on the front. This proposed dumpster enclosure meets these standards. As such, the
Administrative Officer finds this criterion met.
DECISION
Based on the above Findings of Fact, the Administrative Officer hereby approves site plan application
#SP-22-059 of John R. Cole, subject to the following conditions:
1. All previous approvals and stipulations shall remain in full effect except as amended herein.
2. The Administrative Officer concurrently issues Zoning Permit #ZP-22-436.
3. This project shall be completed as shown on the plan submitted by the applicant and on file in the
South Burlington Department of Planning and Zoning as conditioned herein.
4. Bicycle racks must meet the minimum requirements of 13.14 and Appendix G.
5. Any exterior lighting shall be downcast and shielded per Section 13.07 of the Land Development
Regulations.
6. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to use of
the modified components of the site.
7. Any change to the site plan shall require approval by the South Burlington Development Review Board
or the Administrative Officer as allowed by the Land Development Regulations.
