Hi Marla,
I spoke directly with Andy Rowe regarding some comments that I had on the EPSC plan in relation to the construction
phasing plan that was submitted – they will be submitting a new EPSC plan in their next submission that will include
clarification on whether the bioretention basin shall be used as a sediment basin or not (I’ve attached a draft of this plan
to this email). My only remaining comment is that they didn’t address the comment below:
Sheet L-1.1 – Planting Plan
Several trees shown on the planting plan are too close in proximity to proposed stormwater structures and pipes. The applicant
should increase the separation between proposed tree locations and stormwater infrastructure to prevent future damage.
There is a tree in the western-most island that is proposed 2.5’ away from a new catch basin, which I think will cause
problems in the future for them. While I don’t think there are any requirements in the LDRs for distance between trees
and proposed infrastructure, I still think it would be a good idea to keep this comment as a suggestion for them.

Following up on this again. Dave, your department is the only one from which I haven’t yet heard. I’ve sent them the
second round of comments and they are making progress on the design. It would not be appropriate to require them to
make major edits to the stormwater management system after they have fine tuned the details on all other elements of
the application.

Thank you to everyone who provided first round comments. These comments were shared with the applicant and we
received responses this morning. For now, we’re using a word document to compile and send comments and receive
responses. I’m not totally loving it, thinking of switching to a tabular format, but holding formation for now.
Plans and documents are updated in the folder below.
Please review this document SP-22-##_268 Market St_RESPONSES 12-09-22.pdf (word version here SP-22-
060_268 Market St_second round review_working.docx) and let me know if you have additional comments or your
comments have been addressed by Friday 12/16. Craig, they haven’t yet responded to your latest comments, so you’re
off the hook this round. I’ll let you know when we receive anything affecting your review.
The project has been assigned application #SP-22-060, but I’m not changing the folder name at the moment because I’m
not sure how it will affect the previously shared links. The parent link will always work, and you can always navigate
from there to individual project folders. Keep in mind it is our intention to migrate applications wholly to Sharepoint in
the new year, so please do try to get used to this system!

As anticipated, this application has been submitted for review. We are meeting with the applicant Monday 11/21 at

Project Description
Site plan application #SP-22-### of the Snyder-Braverman Development Company, LLC, to construct 161 homes and
18,221 sf of commercial buildings in three buildings on an existing 3.2 acre lot, 268 Market Street.
I aim to have all comments on this initial submission to the applicant on Wednesday November 30, so please provide
your comments to me before that date
I have migrated this project to sharepoint. All of you have been added to a group called “Development Reviewers,”
who have read/write access to this folder: Development Review Applications (Jay you should have access but this
link might not work; there is a second email being sent directly from sharepoint that will work). All future development
review applications will live in this folder as of Jan 1, 2023, and we are using it for this project effective

immediately. Going forward, I will email you when there is an application for review with a project description,
schedule, and direct link, but please bookmark the above applications folder link as the general folder so you do not
have to keep track of individual emails/links; all projects will live as sub-folders within it. These will be living folders,
updated with the latest plans when received (I’ll continue let you know of changes affecting your department, as I have
already been doing).
