SUPPLIMENTAL NARRATIVE
Lot B – Market Street & Garden Street
November 7, 2022
INTRODUCTION:
This application proposes the phased construction of the following three buildings
on Lot B:
Building B1 – a mixed use building with a parking garage in the basement,
9,138 square feet of commercial tenant space and amenity/support space on
the first (street) floor, and 73 dwelling units on floors 2-4.
Building B2 – a mixed use building with a parking garage in the basement,
9,138 square feet of commercial tenant space and amenity/support space on
the first (street) floor, and 62 dwelling units on floors 2-4.
Building B3 – a multi-family building with 27 dwelling units on floors 1-4.
The uses within the commercial spaces will be determined by the market. Potential
uses include a mix of restaurants, retail, and professional services. The interior
layout, size, and exact footprints of the commercial tenant spaces will also be
determined by the market, while meeting the requirements of the form based code.
SITE:
The buildings will be constructed on Lot B within South Burlington’s form based
code City Center zoning district. Lot B is bisected by the T-4 & T-5 transects. The
site is located east of Market Street, north of Garden Street, and south of the future
street providing access to the City Hall / Library and Marcotte Central School.
Existing apartment buildings are located across Garden Street to the south. An
undeveloped parcel is located across Market Street to the west. An apartment
building is under construction to the southwest as the intersection of Market Street
and Garden Street. City Hall, the library, and senior center are located to the north.
To the east is the Marcotte Central School, with the athletic fields closest to the
project site.
CONSTRUCTION PHASING:
Construction of the three buildings will be staggered over about 18 months. The
following outlines the proposed start of construction and occupancy dates:

PARKING:
Shared surface parking for the three buildings will be provided within the interior of
the block. Parking spaces in the garages will likely be assigned to residents. In
addition, on-street parking will be available along Market Street and Garden Street.
A total of 234 parking spaces are proposed for 162 dwelling units and less than
20,000 square feet of commercial tenant space. The proposed parking is less than
the maximum of 2 spaces per dwelling unit. There is no minimum parking demand
for the commercial uses. The commercial uses will likely be focused on serving City
Center residents, reducing their parking demand.
Short term bike parking is provided along Market Street and adjacent to the parking
area for Buildings B1 & B2. Short term bike parking is located adjacent to the
surface parking for Building B3.
Long term bike parking is provided in the parking garage for Buildings B1 & B2.
Bike parking will be located at the front of the vehicle parking spaces, as well as
common areas within the garage. A vertical bike rack will be wall mounted,
staggered between vehicle parking spaces (the vehicle space and bike space will be
assigned to the same resident). The balance of the long term bike spaces will be
provided in common areas using vertical wall mounted racks. Long term bike
parking for Building B3 will be provided within the building.
OPEN SPACE:
The open space requirement will be met using a combination of onsite and offsite
open space elements. The Large Development Area open space credit utilizing the
City Stormwater Park located off Market Street will be used to meet 50% of the open
space requirement. The balance of the required open space will be met with a rain
garden, pocket plaza, garden space, and a snippet/parklet (see the Open Space
narrative for additional details).
INCLUSIONARY / AFFORDABLE HOUSING:
Miscellaneous Application #MS 18-05 established compliance with inclusionary
zoning requirements for current and future residential development within the
Covered Development, which includes Lot B. The proposed buildings involves
construction of 161 market rate dwelling units. Inclusionary housing units are not
required for this application, based upon the findings for the Covered Development
in the Miscellaneous Application approval. As required by conditions 10, 11, & 13 of
the approval, an updated summary of the inclusionary and market rate units
including this application is attached.
WATER & WASTEWATER FLOWS:
The following summarizes the water and wastewater design flows for the
residential portion of the project. The design flows for the commercial uses will be
determined once the uses are known.

TRAFFIC IMPACT FEES:
The Applicant requests that the approval of this application include a
recommendation that the City Council approve a credit against the traffic impact fee
for the value of the ‘in-kind’ contribution associated with the construction of the
north segment of Garden Street.
Approved Site Plan #SP-18-18 estimates the construction cost of the northerly
segment of Garden Street to be $964,850.00. A portion of this ‘in-kind’ contribution
has previously been applied to other applications.
